- This solicitation is full and open competition. The scope of services under this proposed contract includes preconstruction services with an option for the Division Headquarters construction. The project consists of constructing a primary facility that incorporates the following spaces; administration, conference rooms, storage areas, break room, Sensitive Compartmented Information Facility (SCIF), Network Operations Center (NOC), Joint Operations Center (JOC), briefing room, lobby, and utility room s. The total space requirement for the primary facility is in excess of 125,000 SF. Supporting facilities include site utilities; electric service; sanitary sewer; security lighting; fire protection and alarm system; paving, walks, curbs, and gutters, pa rking and site improvements; storm drainage; and information systems. The contractor will be competitively chosen using a Best Value Source Selection procedure. For this contract, technical factors, when combined, are more important than cost or price. The magnitude of this project is $25,000,000 to $100,000,000
