Description
Presolicitation Notice: The National Park Service (NPS) is currently planning to award a contract for the conversion of an existing trail to a handicap accessible trail that meets American Disabilities Act (ADA) compliance. A) For further information call or e-mail: Joe Gatlin, Contract Specialist, 303-969-2660, joseph_gatlin@nps.gov. B) Brief Description of Project Scope: Demolition of existing timber walls, dry laid stone walls, removal of stone trail edging, as well as removal of two culvert pipes. Stone from the old retaining walls and trail edging, as well as new stone will be used in the construction of the new dry laid stone walls and stone trail edging. Also included in the work shall be the construction of new timber walls. The work shall include grading and drainage and in some areas realigning the existing trail for accessibility, as well as construction of a new accessible trail section. The trail surface shall be compacted crusher fines with a soil solidifier. The work also includes the removal and reinstallation of existing wooden signs and interpretive posts. Also included is the removal and reinstallation of an existing metal frame with wooden bench seating, and installation of a new wood post and rail fence. Re-vegetation will be required in the areas of construction and related activities. C) All responsible sources that are classified as Service Disabled Veteran Owned Small businesses may submit a proposal which shall be considered by the National Park Service. D) Estimated Price Range: Between $100,000 and $250,000. E) The RFP and construction documents shall be available, without charge, through www.fedbizops.gov. F) Preproposal conference and site visit: Information regarding the exact time, date and location of the site visit will be included in the solicitation. G) Proposed Contract Type: Firm Fixed Price. H) Schedule: All dates are tentative and may change. Offerors should refer to the RFP for exact dates. Issue request for Proposals: 01/04/2006; Preproposal conference and site visit 01/11/2006; Proposal due date 02/06/2006; Award contract 02/23/2006; Issue Notice to Proceed 03/20/2006; Completion of contract performance 07/08/2006 I) Evaluation Criteria / Factors: Selection will be based on price and non-price factors and award will be made to the offeror presenting the Best Value to the Government. Factors 1 and 2 listed below are considered equal in importance, while all other non-price factors are listed in descending order of importance *** Non-price factors *** 1. Project Management (offeror's proposed plans and schedules specific to this project): The following issues will be considered in the evaluation of this factor: Quality: The plan's method for insuring a high quality standard is maintained; Schedule: The plan's method for monitoring construction progress to insure the project stays on schedule; Project scope & cost control: The plan's method to track scope changes and to prevent or minimize additional costs to the NPS; Construction team: Organization and qualifications of the proposed construction team; Project location: How the proposed plan takes into account the project's location in a National Park; Safety & Security: The plan's method to insure a safe and secure project site: Sustainability and Green building practices: The plans methods to address environmental issues. 2. Prior Experience: "Prior Experience" is differentiated from "Past Performance" in that this is factual, documented, information about specific work the contractor has performed, which demonstrates their technical ability to accomplish the work. Offerors will be required to submit information regarding projects they have completed within the past 5 years. Offeror's demonstrated ability to effectively manage the following project aspects will be considered in the evaluation of this factor: Similar projects: Government projects, location, scope, size, schedule, etc; Quality control; Schedule control; Project scope and cost control; Construction team; Safety and Security; Sustainability and Green building practices. 3. Past Performance: A measure of the degree to which a contractor has satisfied its customers in the past. The NPS will evaluate past performance based on contacting references provided by the contractor; The government's knowledge of offeror's past performance; and / or references obtained from any other source. *** Price *** All evaluation factors other than price, when combined, are significantly more important than price.
