- The proposed action is for software subscription for which the Government intends to solicit only one source (Congressional Quarterly Inc). for an objective, non partisan political new service via subscription and to access databases of in-depth information on congress. Specifically, the subscription contains the following: 0001, CQ Advanced Legislative Tracking, Reporting and Notification; CQ E-Mail/Blackberry HTML Alerts and Custom Search Lists; CQ BillTrack; Bill Tex, CQ Bill Compare and CRS Bill Digest; The Congressional Record, Committee Reports, Floor Votes and Custom Member Vote Reports, Archives, Today News plus CQ Today Extra, Schedules and Schedules to e-Calendar; House Action Reports; Senate Watch; Bill Analysis; Committee Markup and Vote Coverage; Congressional Hearings and Newmaker Transcripts; CQeNews ?Dallies; Budget Tracker; Additional Sources and Members Profiles. Interested persons may identify capability to provide this information; this notice is not a request for quotes. However, all capability information received by 8 September 2005 will be considered by the Government. A determination by the Government not to issue a competitive solicitation based upon responses to this notice is solely within the discretion of the Government and capability information received will be solely for the purpose of determining whether to conduct a competitive procurement. Offers shall be received at FISC Norfolk Detachment Philadelphia, Bldg. 2B, 700 Robbins Avenue, Philadelphia, PA 19111 no later than 4 PM (local time) on 21 December 2005.
