Description
HOTEL SERVICES FOR August 29, 2006 thru Sept 1, 2006 or Sept 12 thru Sept 15, 2006 or Sept 19 thru Sept 22, 2006. The Corporation for National and Community Service, a Federal Government Corporation, intends to award a contract to a qualified vendor who can provide lodging, conference space, and meals for approximately 350 persons who serve as program managers in federally funded volunteer programs in 5 States. These programs increase the capacity of communities to solve their own problems. This event will take place within 15 miles of the Princeton, New Jersey area, on either August 29-September 1, 2006, or Sept 12 -15, 2006 or Sept 19-22, 2006. The facility selected must be easily accessible to Amtrak Service and Airline travel as attendees will be traveling from various parts of Pa., Delaware, Maryland, New York and New Jersey. The facility must comply with the American with Disabilities Act, should be on the Hotel-Motel national Master List of FEMA/United States Fire Administration. The bid must include the bidders DUNN (Dun and Bradstreet) number and proof they are registered in the Business Partner Network Central Contractor Registration (CCR) system. You can register in the CCR at the following web site: http:/www.bpn.gov. FAILURE TO PROVIDE THIS INFORMATION WILL AUTOMATICALLY DISQUALIFY YOU. Federal per diem rates apply to this procurement (desirable for hotel rooms and meals ) ?Authority: 5 U.S.C. 5707; 5 U.S.C. 5738; 5 U.S.C. 5741?5742; 20 U.S.C. 905(a); 31 U.S.C. 1353; 40 U.S.C. 486(c); 49 U.S.C. 40118; E.O. 11609, 3 CFR, 1971?1975 Comp., p. 586. ? ?The Federal Travel Regulations is the regulation contained in 41 Code of Federal Regulations (CFR), Chapters 300 through 304, which implements statutory requirements and Executive branch policies for travel by Federal civilian employees and others authorized to travel at Government expense.? Source www.gsa.gov website? ============================================================== The specifications and requirements for this event are as follows: Registration: Four (4) large covered tables set up in the assigned registration area or outside the main meeting room beginning at 2pm on first day, and remaining until the conference conclusion, on last day at 12 Noon. A message board should be set up and left in the registration area throughout the conference. Sleeping rooms (aprox): Three hundred and fifty (350) rooms. Of these, 350 approximately 50 will be double occupancy. Meeting Space: First day 2-6pm registration area ONLY then general room for reception (capacity 300 people)starting at 5:30 PM. Second day 7:00am ? 10am one general session room with tables for three hundred and fifty (350) attendees. Second day 10am-12 noon approximately 8 breakout rooms, classroom style each to accommodate anywhere from 40-50 persons. Second day 12 noon ? 2pm general session with lunch for three hundred and fifty attendees Second day 2pm ? 5pm approximately 8 breakout rooms for 40-50 persons each, classroom style. Third day SAME SCHEDULES AS THAT OF second day Fourth day- 7:00 am - noon Plenary session, classroom style, for 350 persons. Meals: Reception for the evening of first day starting at 5:30 PM Breakfast and Lunch for second, third and fourth days (Box Lunch for fourth day) Times will be assigned. Refreshments: To be served each morning and afternoon of the conference on day two, three and morning day four. Morning and afternoon breaks may consist of coffee and juice. Menus must be included in your proposal. Equipment: At least 2 LCD projectors and screens Easels and Markers in each training room Rental expenses for A/V equipment must be included in your proposal. Special requirements: Meeting rooms and at least 20% of sleeping rooms must be accessible to physically challenged individuals. At least 15% of attendees at meals will be vegetarian and/or kosher. Responses to this RFQ are due at the office listed at the bottom of this RFQ by COB 1/17/2006.This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The NAICS Code for this requirement is 721110 and the small business size standard is $5M. The provisions at 52.212-1, Instructions to Offerors-Commercial, applies to this Acquisition. Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items with its offer. This is a best value procurement and evaluations of offers will be based on quality, past performance and price. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause 52212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52212-5(b) and (c) are included by reference: 52.222-21; 52.222-22; 52.222-23; 52-222-41; 52.225-3; and 52.232-34. Bid proposals MUST include the following information to be considered: 1.) Per night sleeping room rate for single and double occupancy 2.) Cost PER PERSON for all catering (bids should detail breakfast, lunch, reception and breaks cost per day, 3) Charges for meeting space, 4) Audio-visual equipment cost breakdown per item. 4.) A description of the shuttle service available and any costs associated with shuttle transportation and parking costs. For costs in this bidding, please insure all costs are identified. Please make sure to identify the dates ( in paragraph 1 ) that your facility is available. The solicitation number is AT-NJ-06-09-06 and is used as a request for a quotation (RFQ). Proposals must be submitted in writing, signed by a person authorized to negotiate on behalf of the proposer with the Government and sent to the address in this announcement. Due to delays in delivery of regular USPS mail to government offices, there is no guarantee that your quotation will arrive in time to be considered. Therefore we suggest they you use USPS Priority mail services or a commercial overnight delivery service. Any proposals received after the due date will not be considered.
