Description
The Joint Direct Attack Munition (JDAM) Joint Program Office, Air to Ground Munition System Wing, (AGMSW)/DASG, Eglin AFB, Florida, intends to issue a contract or contract modification to the McDonnell Douglas Corporation, a Wholly-Owned Subsidiary of The Boeing Company, for continued JDAM integration and integration-related support on aircraft platforms that include but are not limited to F-15, F-16, F-14, F-18, F-22, F-35, F-117, AV-8B, A-10, B-1, B-2, B-52 and Unmanned Combat Air Vehicle (UCAV). This support is required through completion of JDAM production plus three additional years (estimated through FY14). This effort is anticipated to be awarded under multiple contract types such as Cost Plus Fixed Fee and Firm Fixed Price for a period not to exceed 8 years. This contract is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Boeing Company is the current JDAM prime contractor, and has sole responsibility for design and warranty of the JDAM weapon system. Boeing is not required to furnish a technical data package to the Systems Program Office, and therefore a data package is not available to interested sources to aid in accomplishment of the JDAM integration on the above-designated platforms. The scope of this effort shall include procurement of the test and integration hardware/software such as: separation, guided and instrumented guided test vehicles, tail kits, and laboratory weapon simulators, together with technical support for the actual planning, conduct, analysis and documentation of test and resolution of integration issues. An Ombudsman has been appointed to address concerns relating to this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer, Contract Specialist, or the Program Manager previously identified.
