- Contractor shall furnish FOB destination necessary labor, materials, and equipment to mechanically transplant trees including balling and burlapping for National Capital Region, Washington, D.C and metropolitan area. The contract has a base period with an opportunity of 4 option years. The estimated magnitude is between $30,000 to $50,000 a year. This procurement is a commercial item. The North American Industry Classification System (NAICS) code for this procurement is 561730 with a small business size of $6.5 million of annual average gross revenues of the total concern for the last 3 fiscal years. In accordance with Federal Acquisition Regulation Chapter 19.1305, the Government shall set-aside all procurements with a total contract dollar threshold over $100,000 to be set-aside for HUBZone small business concerns. This procurement is 100-percent set-aside for HUBZone small business concerns. To confirm if your firm is a HUBZone small business concern, go to the Small Business Administration's website at www.sba.gov and look for HUBZone category. You may check if you qualify by typing in your address into the entry, "To Determine if an Address is Located in a HUBZone." If your firm is located within a HUBZone, you must certify your company with the Small Business Administration. Your company's name must be included on the Small Business Administration's listing at the time of quote opening to be considered as a HUBZone small business for your quote to be evaluated under the small business HUBZone set-aside. However, if this office does not receive any acceptable quotes from qualified HUBZone concerns, the set-aside will roll over to a 100-percent set-aside for small business concerns. A small business concern is defined as a concern (including all of its subsidiaries) having less than or equal to $6.5 million annual average gross revenues of the total concern for the last 3 fiscal years. Both HUBZone, small businesses and total small businesses are encouraged to offer a proposal. The solicitation will be available at http://ideasec.nbc.gov Website on or about 12/20/06. TELEPHONE OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. Contractors must register on the website in order to retrieve copies of the solicitation and any possible amendments. Instructions are contained on the website for downloading solicitation and attachments. It is the responsibility of all interested contractors to acknowledge ALL amendments to the solicitation. To download the solicitation all interested offerors must have a DUNS number. To receive a DUNS number please contact Dun & Bradstreet at 1-800-333-0505. However, all quote responses will be delivered by the U.S. mail or hand carried by 3 PM, January 10, 2006. All responsible sources may submit an offer, which will be considered by the Government.
