Description
The Department of Energy, Environmental Management, Consolidated Business Center (DOE EMCBC) has a requirement for a time-and-material/labor hour contract to provide technical support services for the Transportation Emergency Preparedness Program. Specifically the services will involve the review of state and federal regulations and standards to identify current requirements, and changes in regulations, as well as the development of solutions that will allow state and federal emergency response organizations to safely respond and resolve emergency situations at a transportation incident involving radioactive material. This will include development/revision of nationally implemented training competencies for emergency responders; and emergency operations plans and procedures; and conducting exercises to validate responder capability to mitigate a transportation incident involving radioactive material. As well as the following: 1)membership on standards/guidance development committees, routine communication with agency officials, and currently be participating in state, tribal, and local technical outreach and services activities; 2) instructional staff that is skilled/qualified to deliver training programs that have subject matter in dealing with emergency response to a transportation incident involving radioactive material. The instructional staff shall be knowledgeable of DOE shipping activities, especially the Office of Environmental Management and WIPP transportation activities. The contractor shall have instructors that have completed the DOE Modular Emergency Response Radiological Transportation Training Program (MERRTT) Train-the-Trainer program and have demonstrated proficiency in training delivery to emergency responder audiences. Skilled/qualified instructors shall have knowledge in fire service operations, hazardous materials response, law enforcement, emergency medical services and operational health physics; 3) coordinating and conducting up to 80 MERRTT classes annually at various locations across the nation; and 4) maintain an Operations Support Center where support functions for the DOE Transportation Emergency Preparedness Program (TEPP) can be centralized and supported. Future activities will require continued work with the DOE???s Transportation External Coordination Working Group, FEMA, DHS, NFPA, ANSI, HPS, and ISFSTA/OSU-FPP (International Fire Service Training Association/Oklahoma State University Fire Protection Publications) to resolve technical and outreach issues.
