Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offers should reference combined synopsis/solicitation Announcement No. ANN06000066 and Solicitation No. NBCR05056 when responding with their offer. The Solicitation is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-16 CLAUSES AND PROVISIONS See attached Solicitation No. NBCR05056 for which clauses and provisions apply to this acquisition. Currently a contractor has been performing these services for several years. For continuity of services it is desirable that some of the existing people be retained. Provision and Clauses are available on-line at http://www.acqnet.gov/far/. EVAULATION FACTORS FOR AWARD Technical Evaluation Factors: 1) Management Approach a. Established management control procedures for ensuring the quality of services and deliverables. 2) Technical Capabilities a. Understands the services to be provided, the work to be performed, and the nature of the deliverables. b. Has the capability to provide programming and related services in a large, complex IBM mainframe environment. c. Evidence of the quality of supporting subcontractors, consultants, and business partners will be considered. 3) Staffing - quality of the proposed personnel. The response demonstrates that the firm has: a. Specially trained and experienced personnel (software and hardware experience as described in the Statement of Work) with experience working on similar projects. The Government desires that all proposed staff have respective experience with the described software and hardware environment. Consideration will be given to proposed staff where the majority of the staff meets this factor. b. The ability to respond to staffing shortages or other staffing changes. The Government desires offers that demonstrate that the firm has personnel available with appropriate, specific skills, training, and/or experience to replace proposed staff within one week. Consideration will be given to responses that show that the firm has personnel available without specific experience but with compatible skills who could replace proposed staff but not within a week. 4) Past Performance a. History of successfully providing similar services in a similar data center environment. The Government desires that offerors have provided human resource application development, and operations and maintenance services within the past two years in a large and complex mainframe environment similar to that described in the Statement of Work. Offerors with experience not within two years will be considered. b. History of producing quality work and of staying within budget and on schedule in providing similar services. II) Price Evaluation. Technical factors are more important than price. Selection of the firm to perform this work will be based on the Government's assessment of the best overall value. Offerors shall submit a price quote including the assumptions used in developing the quote. ATTACHMENTS Performance Based Work Statement; Schedule of Prices-Atch 1, Past Performance Reference Sheet and Survey-Atch 2, and Proposal Preparation Instructions, Atch 3 are attachments to this announcement which should be utilized by the offeror in developing their offer. NOTICE TO OFFERORS: OFFERORS SHALL ENSURE THEY READ AND COMPLY WITH THE INSTRUCTIONS FOR SUBMITTING OFFERS CONTAINED IN THE CLAUSE, 52-212-01. Instructions of Offerors-Commercial Items.
