Description
The Department of State intends to enter into negotiations with ITT Industries, Systems Division, 4410 E. Fountain Blvd., Colorado Springs, CO 80935-5012 with the intent of awarding a sole source contract in accordance with FAR 6.302-1. The resulting contract will provide on-site maintenance and operational support to sustain the Department’s legacy message switching systems known as the Automated Terminal Station (ATS) and the State Telecommunications Automated Relay System (STARS) for one base year and four one-year option periods. Services will include software support that consists of application design, development, modification, and enhancements, utilizing assembly and higher-level language programming in a real-time telecommunications environment. Other support activities include Local Area Network, Configuration Management, Software Maintenance, Hardware Maintenance, Network Management, Infrastructure Integration, Disaster Recovery, Information Technology Systems Analysis, Information Security/Information Assurance Application, Deployed Communications systems, Desktop Training and other Customer Support. A Top Secret facility clearance is required. A draft Statement of Work, Appendix, and Equipment List are available on the Statebuy Interactive Platform, located at https://state.monmouth.army.mil. Enter as Industry/Vendor and search by solicitation number or Contracting Officer’s name or date posted (6/20/05). All responsible sources shall respond by submitting by e-mail a written narrative statement of capability, including detailed technical information and other literature demonstrating the ability to meet the above requirements to MejiaKJ at state dot gov. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement.
