Description
The Coast Guard intends to solicit, negotiate and award a sole-source procurement to Harris Corporation, 1420 Fifth Ave., Suite, 2200, Seattle, WA 94101 for Bay Area Communication Systems (BACS) System Upgrade. The USCG owns and operates an extensive microwave communications network in and around San Francisco Bay area known as BACS. This network consist of many links carry data and communications circuits to support USCG responsibilities such as Search and Rescue (SAR), law enforcement, Vessel Traffic Service (VTS) activities. BACS also carries the Coast Guard Data Network (CGDN) to all of our sites within the area. The ?Backbone? of the network consists of a string of sites that run the length of the coverage area connected by microwave radio links. Additional sites are connected to the backbone sites by lower capacity spur links. Contractor shall provide five microwave paths. One path from Air Station San Francisco to Coast Guard Island, One path from Mt. Tamalpais to Yerba Buena Island, one path from Mt. Diablo to Station Rio Vista and one path from Mt. Diablo to Busch Bluff. The radios used shall have the capability to carry 3 DS3 data channels but the current requirement is 16 T1 data channels. The contractor shall analyze all of the microwave paths design a system to provide the required data capacity with a reliability of 99.9999% on each link. The contractor shall provide data to demonstrate the reliability. The NAICS Code is 334220. The small business size standard is 750 Employees. The contract type will be a firm-fixed price. If no responses are received within fifteen (15) days with sufficient information to determine that another responsible source is available, negotiations will be conducted with Global Knowledge Network Inc.
