Description

The Bureau of Reclamation, Yuma Area Office, Yuma Desalting Plant, Yuma, Arizona 85364 intends to negotiate on a sole source basis with Perkin Elmer, 710 Bridgeport Avenue, Shelton CT 06484-4794 for Maintenance Service Agreement for support service on the Government Owned Perkin Elmer ICP analyzer unit for a base year with two option years. The Service Agreement includes software and equipment upgrades, technical support, periodic calibration, service calls, onsite service, maintenance of the unit, and validation of the unit's measurement capabilities. Competition is restricted to only one source due to the fact that Perkin Elmer holds patent and copyright protection for the analyzer parts and software and is the only authorized service agent for this unit. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by December 26, 2005. This procurement will be awarded in accordance with FAR 13, using simplified acquisition procedures. The anticipated award date is January 1, 2006. Effective October 1, 2003, prospective vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. Lack of registration in the CCR database may make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423.
