- This is a combined synopsis/solicitation for a commercial item prepared in accordance with FAR Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be posted. Interested parties may contact the point of contact listed for an electronic copy of the solicitation. Solicitation H92239-06-T-0008 will be issued as a Request For Quote (RFQ). Please reference sources sought notice POQC-FY06 posted on November 22, 2006. The solicitation document and incorporated provisions and clauses are those in effect under Federal Acquisition Circular 2005-06. Provisions and clauses may be downloaded at http://farsite.hill.af.mil. It is the responsibility of the offeror to be familiar with all applicable clauses and provisions. This requirement 100% small business set-a side. The NAICS Code is 611699 and the size standard is $6 million. This acquisition is to be a Firm Fixed Price type contract. The contractor shall provide the following Contract Line Item Numbers (CLINs): CLIN 0001 PSYOP GUEST SPEAKER. Three classes to be taught to PSYOP Qualification Students concerning the application of social psychology. The Government reserves the right to award on an all or none basis. The following factors shall be used to evaluate the quotes: Price and Technical Acceptability. Award will be made to the offeror who offers the best overall value. Offerors shall be registered with the Central Contractor Registration (CCR) in order to be considered for an award. Offerors who feel they can quote on the items must submit in writing, clear and convincing data substantiating their ability to perform. Interested parties must also submit a capabilities statement and/or resume that demonstrates the respondent's ability to meet the requirements as specified herein and detailed information of the specifics of the training that will be offered. In addition, respondents shall provide the total amount for all three visits. The total amount should include all travel costs in accordance with the Joint Travel Regulation (JTR) as well as classroom teaching and speaker fees. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. Responses must be received on or before the close of business of the date specified, December 23, 2006. RESPONSES RECEIVED AFTER THIS TIME FRAME WILL NOT BE CONSIDERED. Specifications: Scope. Provide Guest Speaker services for the PSYOP Officer Qualification Course (POQC), also referred to as ?advanced influence technique training?, students at B Company, 3rd Battalion, 1st Special Warfare Training Group, U.S. Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS) at Fort Bragg, NC, 28310. Tasks. Instruction is for approximately 50 students per session for approximately three sessions as follows: Session One: 28 January 2006 thru 04 February 2006, Session Two: 27 May 2006 thru 03 June 2006, and Session Three: 12 thru 19 August 2006. The blocks of instruction (lessons) will be taught in the afternoons on 5 consecutive days during each of the three POQ-Courses listed above. The instruction should be presented in blocks to enhance the student?s learning potential and should take place over the course of approximately 5 days. Advanced influence techniques are used by Psychological Operations personnel to become ?influence agents? with the ability to modify the behavior of various foreign target audiences and in a variety of environments. Lessons to be taught to, and understood by, the students include, but are not limited to: 1. the ability to predict human responses, particularly when those responses deviate from logic and rationality; prevalent errors and biases in thinking and behavior that are common to all humans; 2. emphasis on friendly persuasive approaches including supporting research that discusses how psychological tactics may be arranged in order of increasing psychological pressure in order to cement good, trusting long-lasting relationships; 3. the concept of credibility and credibility maintenance to include creating and maintaining expertise and trustworthiness; 4. the use of influence techniques; 5. influence tactics for working with hostile audiences; 6. tactics used in obtaining behavioral conformity as a result of increased psychological pressure; 7. appeal tactics used with weak communicator and target relationships; and 8. emotional manipulations including fear, reactance, compliance, proximity and confrontation. The instructor will provide all required materials such as briefing slides and training aids. Qualifications. Instructors must have a PhD in social-psychology and behavior studies and/or related field such as sociology or psychology.
