Description
This notice is hereby modified as follows to include the following: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a written solicitation will not be issued; proposals are being requested. This requirement is for Grounds Maintenance Services at the Federal Law Enforcement Training Center, Artesia, New Mexico. This requirement will be met through a competitive Small Business Set-Aside. The required services are found below, interested parties may send an email art.welton@dhs.gov or Montie.hickey@dhs.gov or fax to 505-748-8002 requesting the Price/Schedule, in-depth specifications and the past performance/reference questionnaire. The Government anticipates awarding a firm-fixed price contract with a time and material line item. The contract total period of performance will be from date of contract award through 30 Sep 2006. The technical requirement is for grounds maintenance including, but not limited to, lawn care (e.g. edging, cutting, weeding, watering, fertilizing, seeding/sodding, etc.), fence line cleaning/policing, sidewalk sweeping/cleaning and landscaping (tree/shrub planting/replacement, rodent/varmint/insect control, pruning, gravel raking, etc.). Price and past performance will be of equal importance as the selection criteria. Offerors are to provide at least three references where they have performed the same or similar services in the past three years. Under past performance the Government is concerned with quality of service, timeliness of performance, effective/efficient usage of resources (equipment, personnel), responsiveness, customer satisfaction and cost control; the past performance questionnaire is available upon request, email request to art.welton@dhs.gov or via fax to Mr. Welton at 505-748-8002. This request for proposal is made under RFP number: LAR06R0001. The solicitation and any purchase order awarded thereafter will have provisions and clauses in effect as of date of award. This procurement is a 100% Small Business Set-aside; the applicable NAICS code is 561730, Landscaping Services, with a size standard of $6.0M. Each offeror shall provide a detailed price proposal and past performance information from at least three references. The past performance questionnaires included with the proposal shall be in sealed envelops or can be faxed by the reference to Mr. Welton at 505-748-8002; it shall include the referenced vendor?s name, Point of Contact, phone number and best time to call. Each offeror is required to be registered in the Central Contractor Registration database and have completed the On-line Representations and Certifications Application (ORCA may be found at http://orca.bpn.gov/). The terms and conditions under FAR clause 52.212-3, 52.212-4, 52.212-5 also apply to this acquisition. Interested parties may request to attend a site visit at 1000 MT, on 29 December 2005, requests are limited to two individuals per offeror and must include the name of the individual(s) and company represented; requests are to be faxed to Mr. Welton at 505-748-8002 no later than 1600 MT, 27 Dec 2005.
