Contracting Office Address Department of the Interior, US Geological Survey, Western Region Acquisition and Grant Branch, 3020 State University Dr East, Ste 3001, Sacramento, CA, 95819 Description This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This synopsis/solicitation is issued as a request for quotations (RFQ). This synopsis/solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-03. This acquisition is unrestricted; NAICS: 334119. Quotes are to be received by this office NLT 5:00 p.m. PST on 29 December 2005. Quotes can be faxed or e-mailed (email preferred) to the point of contact listed on this notice. CLIN 0001- Uninterruptable Power Supply, 30k VA/24k W capacity. Mfg: Liebert Series 300 PN: 38SA030C0CHJ, or equal. This is a "brand name or equal" specification, as described in the clause at 52.211-06 (see below). The salient characteristics are as follows: The three phase uninterruptible power supply system must meet the following minimum configuration: 1. Meet the guidelines for energy-efficiency per U.S. EPA Energy Star Office Equipment Program 2. Meet Section 508 Compliance. The resources acquired in this procurement must meet all applicable standards established by the Access Board in 36 CFR Part 1194, including technical, functional performance, information, documentation, and support standards. The products, services, information and data that are provided to the Government or the public as a result of this acquisition shall afford individuals with disabilities accessibility comparable to that afforded to individuals without disabilities. All digital microprocessor-based monitoring and control system with graphical LCD display 10. Pushbutton operator controls and audible alarm. 11. Casters and leveling feet 12. Local EPO with provisions for remote EPO 13. Unit can be serviced from the front; however, left side access is required for wire pulling and termination during install. After installation other cabinets can be placed next to the UPS 14. UL 1778, CSA 15. One (1) Battery System rated for 30 minutes at full 30kVA load with the following features: One (1) external battery cabinet, Battery system is fused and provides a disconnecting means for servicing Battery Cabinet is shipped separately and includes interconnecting cables to allow the battery cabinet to be bolted to the side of the UPS module 16. One (1) "make before break" internal system maintenance bypass switch for manual bypass of UPS system components without interrupting the critical load 17. One (1) "Intellislot" programmable relay board for programmable digital communication to external monitoring system 18. Start-up Services, including: On site startup service, scheduled on a 7x24 basis during normal business hours and performed by a local field engineer. On site end user UPS system operation training performed by a field engineer. Training may last up to four hours on site during normal business hours, scheduled at end user's convenience. Full one year warranty including all parts, labor, travel and incidental costs. Warranty service provided by factory engineers located locally and available on a 7x24 basis 365 days/year via an 800 number support line. 19. External "wraparound" maintenance bypass cabinet for uninterrupted bypass of entire UPS module. Matching field attachable cabinet with: System input circuit breaker System output circuit breaker Rotary bypass switch Matching cabinet for attachment to left side of UPS module 20. Transient Voltage Surge Suppression System for connection to input panelboard to protect UPS system and all other connected loads from effects of damaging electrical transient voltage surges. One unit rated for 120/208 volts three phase wye application including 80,000 amps surge current rating per phase, coordinated component level fusing with fuse status monitoring, L-G, L-N, N-G direct suppression elements, 300 KAIC fault current rating, ANSI/IEEE Category C3 rating, OWHX approval listing, UL5V fire resistant thermoplastic casing, red and green LED status indicators, sine wave tracking capacitors, EMI/RFI filtering, remote alarm contact (Form C dry), full five year replacement warranty. 21.
