Description
Air Force Modeling and Simulation Training Toolkit (AFMSTT) Sources Sought Synopsis (SSS) 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources. 1.1. POTENTIAL FOR 100 PERCENT SMALL BUSINESS SET-ASIDE: The Government will use information submitted in response to this Sources Sought Synopsis and previously submitted in response to two ESC requests for information (RFIs) posted 8 June 2004 and 23 August 2005 to determine if this acquisition is suitable for exclusive small business participation. If past or present performance history does not indicate performance of similar magnitude, small businesses should present a plan on how they would manage and execute such a contract. Discussion items might include proposed management and execution strategy, along with insight to mitigate risk associated with establishing this contract as a small business set-aside. Small business entities that previously submitted information under separately issued RFIs can either (1) resubmit a 15-page response highlighting changes made to their most recent response to the RFI or (2) provide additional data to help the government in determining a small business set-aside opportunity. Additional submissions should be limited to 5 pages. 2. ORGANIZATION: The United States Air Force, Electronic Systems Center (ESC), Network Centric Operations/Integration Systems Wing, Enterprise Integration Systems Group, Air Force Modeling and Simulation Training Toolkit (AFMSTT) Program Office (EISG/CIM) is seeking a qualified contractor for enhancement, maintenance, integration, test and exercise support of the AFMSTT program. 3. PROGRAM DETAILS: AFMSTT is a non-commercial, Government-owned computer-based simulation system (or "toolkit") used to train the Joint Force Commander (JFC), Joint Force Air Component Commander (JFACC) and their battle staff. AFMSTT supports various military organizations by providing the air war simulation for senior commanders and battle staffs to train at the operational level of war, using computer simulations. This toolkit is a mature system in use for nearly ten years and being maintained through an accepted configuration management process including the tracking of both change requests and deficiency reports submitted by the users operating world-wide. The central simulation is Air Warfare Simulation (AWSIM), with other simulations and components facilitating the interface between AWSIM and other systems or other simulations. The other components of AFMSTT are: GIAC (Graphical Interface Aggregate Controller), LOGSIM (LOGistics SIMulation for AWSIM assets), ATI (AWSIM to Theater Battle Management Core System (TBMCS) Interface), and IMCN (Intelligent Mission Controller Node). AWSIM, LOGSIM, ATI, GIAC, and IMCN will be maintained by this contractor. 3.1. WORLD WIDE SUPPORT: Exercise and event support is performed world wide in direct support of US Government activities. The currently known location of events requiring support in FY06 is: C4ISR Enterprise Integration Facility (CEIF), Hanscom AFB, MA; Hurlburt Field, FL; Fort Leavenworth, KS; Air Force Agency for Modeling and Simulation (AFAMS), Orlando, FL; Joint Forces Command (JFCOM), Suffolk, VA; Yokota Air Base, Japan; Osan Air Base, Republic of Korea; Warrior Preparation Center, Einsiedlerhof Air Station, Germany. 3.2. SOFTWARE MAINTENANCE: Software maintenance is performed as directed by the AFAMS change request and deficiency report data base, with priorities established by the AFAMS hosted Users Working Group. NESI: In order to keep interfaces of AFMSTT consistent with systems of record evolving towards net-centricity, selective application of the Net-Centric Solutions for Interoperability (NESI) guidance will be made during software maintenance. CONTRACTOR QUALIFICATIONS: To be considered qualified for this effort, potential sources should have detailed knowledge and experience in the following areas: (1) Understanding of the AFMSTT or similar requirements (to include all components) with the capability to provide enhancements and modifications to the AWSIM, LOGSIM, ATI, GIAC and IMCN in a timely and cost effective fashion; (2) Capability to support the AWSIM, LOGSIM, ATI, GIAC, and IMCN during multiple, overlapping, worldwide exercises and events as listed above; (3) Experience in maintaining runtime availability of a simulation at 99% during live exercises; (4) Understanding of NESI design tenets and guidance and their application to legacy systems; (5) Contract planning and management, to include the identification and reporting of performance metrics (6) Understanding and experience with the theater air warfare environment; (7) familiarity with the locations listed above, and (8) registered with the US Department of State Directorate of Defense Trade Controls (http://www.pmdtc.org/) to facilitate contract performance overseas. 4.1. A new Federal Integrated Acquisition Environment (IAE) initiative called the Online Representations and Certifications Application (ORCA) has been implemented. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the representations and certifications required by the Federal Acquisition Regulations and previously found in solicitations. According to the language included in FAR Case 2002-024, vendors are required to use ORCA beginning 01 January 2005. However, agency specific provisions and solicitation specific provisions not included in ORCA will still be included in solicitations. The NAICS code for this Sources Sought Synopsis is 541710; the size standard is 500 employees. All small and small disadvantaged businesses should identify themselves as such. There is no solicitation available at this time. This Sources Sought Synopsis does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited. 6.
