- FA4610-06-T-0008 MEDICAL CODERS QUESTIONS & ANSWERS 1. Is there an incumbent contractor for this solicitation? Previous contractor for Medical Coders was TSYSTEMS GROUP If so, how many coding personnel are there? UNKNOWN 2. Is this a new task order? No If so, what is the expected volume of coding? 3. Does the MTF already have an ICD-9 coding system in place? If so, will the contractor be able to access the system? Yes Will the contractor need to provide the equipment and be able to integrate your ICD-9 software? No 4. If the contractor needs to provide the equipment and ICD-9 software, will our program be able to be integrated with the MTF?s accounts payable and receivables program? The contractor will not need to provide any software. The Medical Group will provide needed supplies and equipment. Also, please refer to and Section 3. 5. The Performance Work Statement mentions, ?Staffing requirements are provided in Appendix 6.? I cannot find Appendix 6 in the RFQ, please provide. See amendment 2 to Medical Coder Solicitation posted on 15 Dec 05. 6. I cannot find anywhere in the RFQ that details what the contractor is required to send back to your office in our quotation. Are you just looking for our price or are you also requiring a technical response? See Solicitation FA4610-6-T-0008 posted on 13 Dec 05, Form 1449, 28 block, Item Number 0001 Net Amount, Review Clauses. Please refer to FAR 52.212-1. See also amendments to solicitation. No technical response is solicited. 7. It is not mentioned anywhere in the RFQ on the estimated volume of encounters to be performed on this contract. Please provide the estimated number of encounters to be performed either on a monthly or yearly basis. The clinic has approximately 3,200 encounters per month. A minimum of 30% of total visits/encounters will need to be audited per month achieving a minimum of 97% coding accuracy. Please refer to Section 1 para 1.5.2. 8. Are there any additional submission instructions in addendum to FAR 52.212-1? NO. 9. Who are the current contractors? TSYSTEMS GROUP Do you anticipate this being a transition task if the incumbent is not selected? No 10. It does not appear that Proposal Instructions are included in the RFP. Please describe how the offeror should prepare its technical and price proposals. See Solicitation FA4610-6-T-0008 posted on 13 Dec 05, Form 1449, 28 block, Item Number 0001 Net Amount, Review Clauses. Please refer to FAR 52.212-1 and Performance Work Statement See also amendments to solicitation. No technical response is solicited. 11. What are the evaluation criteria for the vendors' proposals? See FA4610-06-T-0008, Form 1449 posted on 13 Dec 05 plus amendments. See 27a, 28, Amount in Item 0001, also see clauses. Refer to FAR 52.212-1 and Performance Work Statement. 12. I would like to know if a layout is necessary for the quote such as technical and past performance No technical or past performance were asked for per solicitation FA4610-6-T-0008. 13. Would the government furnish the amount of encounters to be coded on this RFP. I want to be able to bid an honest price, I do not want to under quote and I most certainly do not want to over quote. The clinic has approximately 3,200 encounters per month. A minimum of 30% of total visits/encounters will need to be audited per month achieving a minimum of 97% coding accuracy. Please refer to Section 1 para 1.5.2. 14. In the RFQ the numbers of auditing was quoted on 123-per day, therefore I am only looking for the encounters number that will give me an idea for how many staff will be needed to fully implement this contract at 100%. Please review the revised RFQ dated 15 Dec 05. The clinic has approximately 3,200 encounters per month. A minimum of 30% of total visits/encounters will need to be audited per month achieving a minimum of 97% coding accuracy. Please refer to Section 1 para 1.5.2. 15. Since no open bid will be conducted would the government consider a sole source negotiation? No sole source will be considered, this solicitation is open competition for 100% Section 8(a) Set-Aside 16 1.2. Please clarify the process and what would be entailed with the review and analysis of the 180 encounters; also is coding involved with this? The contractor will audit coding put into the Composite Health Care System by Provider. Yes, some coding will be required. Correction to errors made by Providers. 17. 1.2 Please clarify only needing one coder for 180 encounters per day? A certain percent of Providers and clinic records will require auditing per day. Please review Section 1 para 1.5.2. 18. 1.5.3 Please clarify quality expectation: a. In 1.2 it states 90%, and in 1.5.2 it states 95% and in 2.1.1 it states 90%. Please refer to the Revised Statement of Work dated 15 Dec 05 para 1.5.2. and Section 2. 19. 1.6.9 Please clarify in this section and if you can provide an example of enhancing medical documentation? Ie. Query process or clinical documentation improvements. Provide training when errors are made to avoid incorrect coding in the future.
