Description
Work consists of House Renovations of Buildings 3001, 3002 & 3003 Winfield Court at McConnell AFB, KS 67221. Any, all or none of the following options may also apply; 1.) Family Room HVAC of 3002 Winfield Court 6.) Family Room HVAC of 3003 Winfield Court 7.) Bath Remodel of 3001 Winfield Court. 8.) Bath Remodel of 3002 Winfield Court 9.) Bath Remodel of 3003 Winfield Court 10.) Tuck pointing of 3001 Winfield Court. 11.) Tuck pointing of 3002 Winfield Court 12.) Tuck pointing of 3003 Winfield Court 13.) Replace HVAC of 3001 Winfield Court. 14.) Replace HVAC of 3002 Winfield Court. 15.) Replace HVAC of 3003 Winfield Court. 16.) Re-Roof 3001 Winfield Court. 17.) Re-Roof 3002 Winfield Court. 18.) Re-Roof 3003 Winfield Court. This is a Request for Proposal (RFP), Performance Price Trade-Off (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The period of performance is expected to be 210 calendar days. This will be awarded unrestricted in accordance with the Small Business Competitiveness Demonstration Program. The magnitude of construction is between $250,000 and $500,000. The NAICS code for this requirement is 236118. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package, which should be on or about 13 January 2006 and any other pertinent information for downloading their own copy of the solicitation package and drawings. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal may not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. While funds are not presently available within Air Mobility Command to fund this project, we anticipate funds will become available by 16 Mar 06. This solicitation may be cancelled and all offers rejected before award but after solicitation closing date when cancellation is clearly in the public?s interest. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. Per AAFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
