Description
National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), intends to procure on a sole-source basis with Tufts University, 136 Harrison Avenue, Boston, MA 02111 for management and support service to the research and development activities of the HIV/AIDS program of the CCR for a one year base period with one six month option period. The CCR houses one of the largest and most productive HIV and retrovirus research programs in the world. At present, there is no organizational mechanism to coordinate the efforts of these groups, despite their focus on many common problems. The contractor shall provide guidance and make recommendations to the Director and Deputy Director, CCR, regarding the conduct of the CCR AIDS research program. The contractor shall also provide guidance and make recommendations to Program Directors, Lab Chiefs, and Principal Investigators within CCR on scientific and management questions relevant to the organizational unit or project within the AIDS research program. The contractor shall be at NCI Frederick two days per week during the contract period to meet with CCR senior scientists and/or leadership to discuss and make recommendations concerning the overall direction as well as specific issues arising relative to the AIDS program of the CCR. Such issues will include: providing recommendations and alternatives for the establishment of AIDS research priorities and program direction; specific suggestions for research directions; recommendations or analysis on resource needs to achieve program or project objectives and goals; guidance in preparation for and conduct of scientific review of the various research units; suggestions for seminar topics and invited guest speakers relevant to maintaining a progressive research program. The contractor shall have research training and experience necessary to perform the duties specified above, including the following. The contractor shall be a person holding an advanced degree in Biological Science, with at least 20 years of postdoctoral experience, and will currently hold or recently have held a senior position, equivalent to full Professor or Senior Scientist. The contractor shall have extensive knowledge in the fields of retroviruses, HIV, and AIDS, as evidenced by more than 50 publications in these areas in peer-reviewed journals, as well as awards and honors, and invitations to address national and international audiences. The contractor shall be familiar with internationally recognized AIDS research programs and have knowledge of the HIV/AIDS research activities within the National Cancer Institute and the Center for Cancer Research, NCI. Tufts University, and its designated representative, Dr. John M. Coffin, are uniquely qualified to meet the Agency?s needs for the proposed contract. Tufts University is the only known contractor with the necessary knowledge of AIDS/HIV research activities within the National Cancer Institute and the Center for Cancer Research, NCI. Tufts University, can provide extensive and unique experience in the areas of AIDS research and in the organization and function of the NCI AIDS Program. They have an active world-class program in AIDS/HIV including many researchers with strong international reputations. Their lead representative for this order, Dr. John Coffin, is the founder and former director of the NCI?s HIV Drug Resistance Program and a former Special Advisor to the Director of the National Cancer Institute. Tufts University is the only vendor known to the NCI Researcher that can meet the above requirements. This item is commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EST, on January 6, 2006. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA).
