Description
The National Air and Space Intelligence Center (NASIC), Wright-Patterson AFB, Ohio, is contemplating a four-year time and material contract for highly specialized scientific and technical analysis (S&TA) required by NASIC to support the national intelligence effort. Specifically, this effort will support NASIC in developing estimates of capabilities, limitations, reliabilities and vulnerabilities of various worldwide electronic and electro-optical systems/subsystems and technologies within NASIC areas of responsibility based upon all-source intelligence information. Potential sources must provide in their response to this announcement the following information: (1) Evidence of previous experience performing in the areas of: (a) Electronic Warfare Integrated Reprogramming Database (EWIRDB) and Next Generation EWIRDB System (NGES); (b) Air Force Mission Support System (AFMSS); (c) Threat Software Analysis Facility (TSAF); (d) Modeling/Digital Simulation Development; (e) Integrated Air Defense (IADS) Modeling & Simulation Lab; (f) Foreign Material Exploitation (FME); (g) Database/Software Management/Development; (h) Foreign Airborne and Ground-Based Radar Designs, Engineering and Technical Analysis; (2) Other technical areas experience will be required in are as follows: (a) Reconnaissance Surveillance and Target Acquisition Systems; (b) Electronic Attack Systems; (c) Avionics Systems and Integration; (d) Laser, RF and Kinetic Kill Weapons; (e) Protection Systems; (3) Evidence of the ability to obtain TOP SECRET/SCI personnel and facility clearance in accordance with Industrial Security Manual (DOD 5220.22M) by demonstrating experience in recent and relevant programs that have required clearances at this level; (4) Evidence of TEMPEST capability to include any engineering data processing equipment; (5) This Sources Sought announcement is issued for information and planning purposes only and does not constitute a solicitation. The Sources sought shall not be construed as an obligation on the part of the Government to acquire any products or services. The Government does not intend to award a contract on the basis of this Sources Sought and all information shall be made available at no cost to the Government. Responses to the Sources Sought will not be returned. (6) Please note that all prospective contractors must be registered in the Central Contractor Registration (CCR) database to be awarded a Department of Defense contract. (7) All responses will be evaluated against the criteria listed in this announcement. Limit responses to 15 pages or less. Foreign participation on this contract is not authorized. Sources are requested to submit their responses within 30 days after publication of this announcement. All respondents shall indicate whether they are large or small business in relation to NAICS Code 541330, size standard $20M. Any prime contractor who is a small business must provide evidence of the ability to perform at least 51% of all work levied under any resultant contract.
