Description
NOTICE OF INTENT TO AWARD SOLE SOURCE: Headquarters Electronic Systems Center, USAF Materiel Command, AF Global Information Grid Systems Group, GIGSG/PK, 5 Eglin Street, Bldg. 1624, Hanscom AFB MA, 01731-2100. This is a notice of intent to Award Sole Source to Ultra Electronics Advanced Tactical Systems (ULTRA-ATS) (formerly Advanced Programming Concepts (APC) Inc.), a contractor based in Austin, Texas. Services Provided: This contract is for the acquisition and support of the Joint Air Defense Systems Integrators (JADSIs). JADSI is a command and control system that serves as a real-time bridge between tactical data links, radar, and intelligence data. The JADSI receives, processes, correlates, and displays up to 16,000 tracks from local radars, tactical data links, and intelligence sources with minimal user interaction. JADSI refers to the complete suite of JADSI hardware, software and infrastructure needed for a discrete JADSI functional location. Contractor shall provide software upgrades, hardware technical refresh and integration engineering to meet requirements for follow on JADSI hardware and software versions, upgrades, and modifications. Establish a test team, factory test bed, test methodology, procedures, and plans for developmental testing. Support Air Force System Interoperability Testing, Joint Interoperability Testing, Operational Testing (as directed), Baseline Acceptance Testing, and JADSI Operational Demonstration and Evaluations. The contractor shall provide software engineering and technical support to sustain the existing JADSI software. This support shall include identifying software problem areas and generating Software Trouble Reports (STRs), software maintenance, making corrections, testing and providing updates as well as operating and maintaining a 24/7 helpdesk. Sustainment shall include the ability to train operators either in the field or at the contractor?s facility. Provide JADSI systems including, but not limited to executable software, JADSI hardware and software upgrades (tech refresh), spares kits, and component parts as required. In addition, the contractor shall provide modified versions and variants of the JADSI System to meet the requirements of non-standard users. The contractor shall deliver required documents with each system. Ancillary equipment necessary to integrate, upgrade or customize the site location shall also be provided as required. Contractor shall deliver with each new/modified JADSI kits comprised of: User Guide (functional description and operation), Software Version Description Document (SVDD), Installation & Configuration Guide, Hardware Description Document (HDD), COTS Manuals from Component Vendors, and Appropriate Software Licenses. The Joint Air Defense Systems Integrators (JADSIs) are currently in use worldwide at both the strategic and tactical levels through out the Department of Defense. Justification: The statutory authorities applicable to permitting other than full and open competition are 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii) and (iii), only one responsible source and no other supplies or services will satisfy agency requirements. Note: JADSI Software is subject to Patent/Data Rights and Security clauses. Ultra Electronics Advanced Tactical Systems (ULTRA-ATS (formerly Advanced Programming Concepts (APC) Inc.), has restricted data rights for JADSI Software. This software was developed by APC and contains restrictive data rights including over fifty (50) modules; a sample of these modules include: ATDL-1 Processing, NATO Link-1 Processing, IDL/ICL Processing, TADIL A (Link 11) Processing, TADIL B (Link 11B) Processing, Master Database, Flight Plan Correlator (FPC) Processing, Tactical Situation Display Processing, Router/Forwarder/Multiple Link Interface Unit (MLIU). The Government has unlimited data rights for certain JADSI software modules which have been developed at the government expense. JADSI software contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979, As Amended (Title 50, U.S.C. APP.2401, ET SEQ). Violation of these export-control laws is subject to severe criminal penalties. Duration: The Period of Performance for this effort will be five years.
