- This synopsis is being posted to both the Federal Business Opportunities (FPO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This solicitation is for Main Gas Turbine Engines for the DD(X) Destroyer program. The DD(X) Destroyer will be the Navy?s next generation multi-mission ship. DD(X) will have enhanced precision strike and high volume search and engagement capabilities greater than any previous surface combatant. DD(X) will provide an advanced land attack capability to support forces ashore and contribute to military dominance in shallow coastal water environments. The DD(X) program recently received Milestone B approval and completed a flag level Critical Design Review (CDR) in Nov 2005. The Main Gas Turbine Engines proposed for this procurement shall be capable of being utilized as the prime mover on the DD(X) Destroyer for electrical power applications. The Main Gas Turbine Engines shall be designed, constructed, tested and certified in accordance with the requirements of the American Bureau of Shipbuilding (ABS) Naval Vessel Rules (NVR). The minimum output power from each engine shall be 36MWm, at 3600 rpm power turbine speed at the standard rating conditions defined in ABS NVR. This procurement of main gas turbine engines will be a five-year contract with a basic firm fixed price (FFP) work scope and FFP options. The scope of this procurement will include the Main Gas Turbine Engine, a preliminary design package, Installation Control Drawing (ICD) Package, final data package, Installation/Checkout (INCO) spare parts, and initial logistics products. There will be priced options requested for additional engines, with INCO parts and Performance Based Logistics (PBL) support options for each fiscal year throughout the term of the contract. NAVSEA/PEO SHIPS intends to conduct an Industry Day on 12 Jan 2006 regarding this proposed procurement. Potential offerors are invited to attend.
