Description
NASA/SSC plans to issue a sole source, firm fixed price, Indefinite Delivery, Indefinite Quantity contract to Computational Physics, Inc. of Springfield, VA 22151, for a large volume of space-based high latitude, vertical profiles of ozone distribution with associated data on aerosol, water vapor, and nitrogen dioxide distributions, as well as respective metadata. This is a commercial item acquisition under FAR Part 12. The remote sensing data acquired in this procurement will be used by the NASA Applied Sciences community to conduct on-going global science research. The data required must consist of high latitude (greater than 50? in both hemispheres), high vertical resolution ozone profiles along with data on aerosol, water vapor, and nitrogen dioxide distributions and their respective metadata. The measurements must be global in scope and made by a space-based sensor. The sensor used should have a significant heritage in the provision of data to the atmospheric science community, including the public availability of data and a record of publication in the peer-reviewed literature. This heritage may have been generated on the instrument for which there is a good degree of commonality with a present instrument. This is a sole source procurement under the authority of FAR 6.302-1. The Government believes only one responsible can provide the service that will satisfy the Agency?s requirements. This notice of intent is not a Request For Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. on January 6, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code and Size Standard are 541710 and 500 employees respectively. The DPAS Rating for this procurement is DO-C9. FOB is destination. The anticipated release date of this RFO is on or about January 9, 2006 with responses due NLT 3:00 PM. January 23, 2006. An Ombudsman has been appointed. See NASA Specific Note "B".
