- The United States Agency for International Development (USAID/Jamaica-CAR) anticipates the award of a contract for four (4) years to support the development, implementation and achievement of USAID/Jamaica-CAR’s new Education Strategic Objective (SO12): Improved Education of Targeted Jamaican Youth. This activity will be the principal USAID-funded intervention to accomplish the results contained in the Strategic Objective Agreement (SOAG) with the Government of Jamaica and the contractor shall be responsible for ensuring that the specific results agreed to therein are accomplished. Amongst the factors that shall be considered and should be addressed in the proposal are: a) opportunities for public/private partnerships (GDA); b) arrangements for making Grants under Contract; c) Linkages with other Strategic Objectives; d) Capacity to do assessments and evaluations; and e) include success stories as part of the standard reporting requirement This will be achieved through three planned intermediate results: IR1 – Improved literacy and numeracy in targeted schools; IR2 – Improved quality of interventions for out of school youth; and IR3- Increased stakeholder support for transformational education. These three results will be accomplished through the design and implementation of activities to: improve literacy and numeracy in grades 1-4 of selected primary schools; improve the teaching methodologies and skills used by teachers in schools,; improve the performance of at-risk and out-of-school youth; reduce levels of sub-optimal performance demonstrated by boys; and increase the support of education by parents, communities and the private sector to achieve education outcomes. This is a SMALL BUSINESS SET-ASIDE within $6 million per annum size standard. The solicitation will be posted on the FEDBIZOPPS web page (www.fbo.gov) not less than fifteen (15) days after this notice is issued. In accordance with FAR 5.102 (d), availability of the solicitation is limited to this electronic medium only. Request for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, no solicitation will be available for pick-up, and no walk-ins will be allowed.
