- Construction of the New Entry Pavilion at the Court of International Trade James L. Watson Courthouse 1 Federal Plaza, New York, NY PRESOLICITATION NOTICE The General Services Administration (GSA), Northeast Caribbean Region, announces an opportunity for Construction Excellence in providing services for the Construction of the New Entry Pavilion at the Court of International Trade, James L. Watson Courthouse, 1 Federal Plaza, New York, NY, Solicitation GS-02P-06-DTC-0006(N), Project No.: VNY00697. The selected contractor will be required to provide all management, supervision, labor, materials, supplies, and equipment (except as otherwise provided) and must plan, schedule, coordinate and assure effective performance of all construction to meet GSA and tenant agency requirements. The Court of International Trade New Entry Pavilion will be built at 1 Federal Plaza. The site is bounded by Worth Street to the North, Duane Street to the South, Lafayette Street to the East, the Court of International Trade to the West. The building will function as the new “front door” to the Court of International Trade. The project includes but is not limited to the following work: Pavilion: Construct a new entry Pavilion Building. The new Pavilion Building shall be constructed of steel, concrete, curtainwall, mechanical, electrical and plumbing system sufficient to comply with GSA standards. A new mechanical system shall be provided to serve the new pavilion. New electrical and plumbing systems for the pavilion shall be integrated into the existing building systems as required. Relocation of Air Intakes: Two existing air intakes shall be relocated. Reinforcement of Existing Columns: Existing columns shall be reinforced. Perimeter Enclosure: Open space beneath the building shall be enclosed by laminated glass. Asbestos Abatement: Ceiling of first floor contains asbestos and shall be abated. The construction of this project must take place around the existing Courthouse. The work performed under this contract cannot, in any way, interrupt the ongoing operations of the existing facility. This project is being designed by the firm of Lehman-Smith & McLeish. The Overall Estimated Construction Cost Range for this project is $5,000,000 to $10,000,000. Through the Construction Excellence program, GSA will employ the best practices that will result in the best project for the best value; and procure the highest quality construction services as early as practical. GSA is actively seeking General Contractors who can provide full Construction Services for this project through a procurement method developed in accordance with FAR Part 15.1 Source Selection Processes and Techniques. This will be a competitive acquisition, utilizing the two step source selection procurement method. The subject procurement will be solicited in two parts. Part One will require offerors to submit data regarding technical qualifications. Offerors will be given a description of the project and approximately ten select drawings. The Government will review technical proposals submitted to determine which are acceptable to the Government or could be made acceptable to the Government. All offerors meeting the technical qualifications in Part One will be allowed to go forward into Part Two and submit a firm fixed price proposal. The Government will make award to the offeror submitting the lowest-priced technically acceptable proposal. GSA intends to award a Firm-Fixed Price contract for the following services: Construction of the New Entry Pavilion at the Court of International Trade, James L. Watson Courthouse, 1 Federal Plaza, New York, NY The Technical Evaluation Factors for this project are (ALL FACTORS WILL BE EVALUATED ON A GO/NO-GO BASIS): Factor No. 1 Experience and Past Performance on Similar Projects Factor No. 2 Qualifications of Key Personnel Factor No. 3 Technical Approach Details on the submission requirements for the Technical Evaluation factors will be issued in the RFP. SCHEDULE The schedule for award is as follows: Issuance of Part I, Request for Proposals (RFP) for Construction of the New Entry Pavilion at the Court of International Trade, James L. Watson Courthouse, 1 Federal Plaza is anticipated to be on or about January 10, 2006. Selection of the offerors found to be technically acceptable will be made in April 2006. Issuance of Part II, RFP for price proposals is anticipated in May 2006. Award and performance for the work is anticipated in the summer of 2006. PRE-PROPOSAL CONFERENCE A Pre-Proposal Conference will be held for this procurement. The pre-proposal conference will be at 10 am on January 25, 2006 in conference room C & D on the 6th floor conference room at the Jacob K. Javits Federal Building, 26 Federal Plaza, New York, NY 10278. This conference will be held to discuss the project and address any questions or concerns. DOCUMENT SECURITY In order to be able to obtain a copy of the bid documents/specification/drawings, you must provide the following Valid Identification to the issuing office. Federal Government users: Valid identification of authorized Government users receiving SBU building information shall be verification of Government employment. Non-Government users. Authorized non-Government users shall provide valid identification to receive SBU building information. The identification shall be presented and verified for each dissemination. Valid identification shall be all items (a) through (c), below, and including item (d), as necessary: (a) A copy of a valid business license or other documentation granted by the state or local jurisdiction to conduct business. The license at a minimum shall provide the name, address, phone number of the company, state of incorporation, and the name of the individual legally authorized to act for the company. The business must be of the type required to do the work. A general contractor's license may be substituted for the business license in states that issue such licenses. In the rare cases where a business license is not available from the jurisdiction, the information shall be provided and testified to by the submitter; and (b) Verification of a valid DUNS Number against the company name listed on the business license or certification. Verification may be obtained through http://www.fpdc.gov, or by calling Dun & Bradstreet at 703-807-5078 to set up an account; and (c) A Valid IRS Tax ID Number of the company requesting the information; and, as necessary, (d) A Valid picture state driver's license shall be required of person(s) picking up SBU documents. Phone verification must be made to a previously validated authorized user that the individual(s) picking up the documentation is authorized to do so by the company obtaining the documents. SBU documents will not be released to any individual or firm who has not, either previously or at the time of pickup, supplied the required documentation as outlined in paragraphs (a) through (c), above.
