- Description
- The United States Environmental Protection Agency (EPA) has a requirement to provide the Office of Pesticide Programs Anti-Microbials Division (AD) with technical and administrative support. EPA?s Office of Pesticide Programs (OPP) as required by the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA), and the Federal Food, Drug and Cosmetic Act (FFDCA) as amended by the Food Quality Protection Act (FQPA) of 1996, institutes procedures for the registration of pesticides. OPP develops data requirements and study guidelines that are used to assess the potential impact pesticides may have on human health and the environment. Before using these data for regulatory purposes, OPP must evaluate the studies to determine their adequacy and to guarantee that appropriate quality assurance (QA) procedures were carried out. The objectives of this contract are to (1) Review toxicology (including acute, chronic and sub-chronic), chemistry, human exposure, environmental fate, residue and product chemistry, and ecological data packages to enable the Office of Pesticide Programs? Antimicrobials Division (AD) to complete registration and re-registration initiatives; (2) Conduct data search and retrieval of toxicology, chemistry, ecological effects, environmental fate and exposure, and human exposure data from internal Agency databases, as well as external scientific databases in support of AD?s re-registration effort; and (3) Provide support in the preparation of the final RED drafts under the guidance of AD. The tasks of the Statement of work are: TASK 1: RESIDUE AND PRODUCT CHEMISTRY SUPPORT; TASK 2: TOXICOLOGY SUPPORT; TASK 3: HUMAN EXPOSURE SUPPORT; TASK 4: ENVIRONMENTAL FATE SUPPORT; TASK 5: ECOLOGICAL EFFECTS SUPPORT; TASK 6: INTEGRATION OF SCIENCE PRODUCTS SUPPORT; and TASK 7: QUALITY ASSURANCE PROJECT PLAN. The North American Industry Classification System (NAICS) code is 541620, with a size standard of $6 million. The anticipated contract will be a Cost Plus Fixed Fee (CPFF) type with a 12-month base period and four 12-month option periods. The basic level of effort will be 15,000-16,000 hours with an option to increase the quantity by 10,000 hours per period. The Request for Proposals (RFP) should be posted on the Internet on or about 15 January 2006. Proposals shall be due approximately sixty (60) days after the RFP issuance date.
