Description
NAICS Code: 334516 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b), with Air Instruments & Measurements, LLC (AIM) to repair a gas analyzer, Model 7000 NDIR and Model 5000 UV for use in the U.S. EPA's Air Pollution Technology Branch (APTB). The current NAICS code is 334516. Based on the EPA's knowledge of the Gas Analyzer, there are features covered in the specifications identified that may have unique capabilities to particular vendors. These features include: The instrument shall be returned to operating condition by making the recommended changes as detailed in the performance specifications Performance Specifications Once repairs have been completed, the monitoring system shall be capable of: 1) Monitoring post-filter, humid gas from a combustion source, providing continuous, simultaneous readings for the following gases, in the following ranges: HCl 0-2,500 ppm, 0-250 ppm SO2 0-2,500 ppm, 0-250 ppm CO2 0-20% volume CO 0-50 ppm, 1-1,000 ppm NO/NOx 0-250 ppm NH3 0-50 ppm, 0-250 ppm N2O 0-30 ppm CH4 0-50 ppm O2 0-25% volume 2) Equivalent performance for humid and dry gas streams. 3) Infrared (IR) measurements shall be based on gas filter correlation principle. 4) Detection limits <2% of the designated measurement range. 5) Repeatability +/- 2% of full-scale. 6) Drift, zero, and span +/-2% of full-scale. 7) Response time of 90% of full-scale within 150 seconds. 8) Linearity of +/- 1% of designated measurement range. 9) Cross sensitivity of <3% of designated measurement range. 10) Analog signal outputs of 20 mA. 11) Operation under external temperature conditions of 0 to 38 C. 12) Operation under external relative humidity conditions of 0-100%. 13) Operation under gas conditions with temperatures above the acid dew point of 240 C. Installation/Acceptance Requirements The system shall be repaired by the contractor and shipped FOB destination to the EPA's APTB facilities in Research Triangle Park, NC. Performance of the above specifications (when the equipment is repaired) shall be performed by testing the instrument on flue gas from one of the facilities combustors. Two days of training shall also be provided for the instrument. Warranty Requirements Repairs to the system by the contractor shall be warranted for 90 days after acceptance of the system. However, any firm believing itself capable of meeting the EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
