Description
The Air Force intends to award an Indefinite Delivery/Indefinite Quantity task order contract, with a contractor that can provide independent system engineering and acquisition support (ISE&AS) services to AFIOH to fulfill its mission to enhance mission effectiveness, protect health, improve readiness and reduce costs. The contractor shall provide the ISE&AS services for strategic evaluation and planning; contractor and industry oversight; scientific, technical, and engineering evaluations and technology transfer; program integration; and acquisition support. Additionally the contractor shall support areas such as assessing and managing biological, chemical, radiological, and operational risks; support readiness and operational analyses; assist the biological, chemical, and radiological assessments teams and the theater epidemiology team; conduct health risk assessments, develop health standards criteria, support deployment surveillance activities; assist with the Agency for Toxic Substances and Disease Registry (ATSDR) public health assessments process activities, health studies, health education, and toxicological profiles; support environmental health engineering and compliance activities; assure the quality of the work of other contractors; and conduct scientific, technical, and engineering studies. The contractor shall satisfy the above criteria by ensuring that their ISE&AS services are: 1. free from organizational conflict of interest and bias, 2. be an independent third party organization, 3. be a nonprofit organization that operates under section 501 (c) 3 of the Internal revenue Service code with a mission to work in the public interest, 4. be an organization that does not compete on the basis of cost for government work, and 5. be an organization that has a proven record or providing high-level scientific, technical, and engineering support to the Air Force and AFIOH. The resultant contract performance period will be a 5 year period.
