- Description
- The Missile Defense Agency (MDA) is seeking potential sources for services in support of the Joint Analysis Display Environment (JADE) tool. MDA intends to utilize its Basic Support Services Program (BSSP) General Services Administration (GSA) ordering procedures to acquire the services described in this notice (information on the MDA BSSP may be found at http://www.mda.mil/barbb/setaserv.htm). The North American Industrial Classification System (NAICS) category for this requirement is 541690 Other Scientific and Technical Consulting Services, with a size standard of $6.5 million. This requirement is open to all GSA schedule holders, however, the Government reserves the right to solicit only small businesses, or Small Disadvantaged Businesses (SBA 8(a) firms), if a sufficient number are determined to possess the required capabilities. MDA is seeking business firms under GSA schedule contract sources to support staff augmentation for approximately six (6) on-site staff in support of the Joint Analysis Display Environment (JADE) tool effort. Based on capability statements submitted in response to this notice, the Government will invite the only the “most highly qualified” companies to participate in the competition. The required support includes the following: Task Description The contractor shall provide Ballistic Missile Defense System (BMDS) interoperability performance test planning, test execution and data analysis utilizing the Joint Analysis Display Environment (JADE) tool, and provide other test planning and analysis products as specified by the Director, Missile Defense Agency (MDA) Combined Test Force (TEC). To successfully perform, the contractor shall report to the Chief of the TEC Analysis and Reporting Division to receive tasks, and coordinate with the JADE Project Manager (PM) to ensure that successful BMDS interoperability performance data collection and analysis occurs in flight tests, ground tests, wargames, and targets of opportunity. The contractor’s analysis products support BMDS capability assessments and program decision-making. The contractor shall also be required to coordinate and execute analysis activities within the framework of the Joint Analysis Team (JAT), as managed by the TEC Analysis and Reporting Division. To ensure MDA obtains maximum leverage from existing tools, the contractor shall serve as a liaison to MDA HQ to brief decision makers on technology insertion opportunities for the JADE system, or other test tools, to address emerging requirements for BMDS developmental/operational testing, and warfighter needs. The contractor shall also evaluate MDA System Engineering (SE) Verification Objectives (VO) to define new test tool requirements and programs in support of evolving data collection requirements to support future BMDS block spirals. The contractor shall provide professional engineering and analytical services, as well as specialized Subject Matter Expertise (SME), in BMDS elements, components, system and communications architectures associated with end to end assessment of the BMDS capability. The contractor shall provide recommendations and rationale to the chief of the TEC Analysis and Reporting Division and the JADE PM on high value test event and node participation for the JADE system. The contractor shall develop a strategy and timetable to migrate existing National Capitol Region (NCR) MDA Analysis Center (MDAAC) tools, capabilities, and JADE analysis operations to the re-engineered MDA HQ. This function shall serve as an extension to and under the direction of the Huntsville based Joint Data Analysis Center (JDAC) to provide test event situational awareness, analysis results, and interoperability expertise to MDA leadership. The NCR-based analysis center shall be an extension of the JDAC through interconnection with the Huntsville based JDAC utilizing circuits like the MDA-CNET. All NCR analysis efforts and missions within this scope are to occur under the direction of, and in support of, the Chief of the TEC Analysis and Reporting Division. Deliverables Test reports, trip reports, and copies of meeting minutes will be completed within five business days following each meeting or conference. Analytical plans and results shall be completed within MDA TEC specified timelines. The contractor shall develop and provide technical briefings and detailed analysis reports for assigned test events in support of and under the direction of the JAT. Monthly Status Reports (MSR) shall be developed and provided each month. Briefs and reports shall be provided in the format specified by MDA. Position Requirements Detailed knowledge of tactical data link operation, to include applicable military standards, for Link 16, IBS, Series-B/C, VMF, XML, and other BMDS message protocols and data links is required. Prior experience with military tactical system operations, communications, and operational tactics, techniques, and procedures is desired. Travel to MDA BMD test sites shall be required to support real time and post test data analysis and reporting activities per mission requirements established by and coordinated through the JAT lead. Ability to work as part of a professional team that interfaces closely with subject matter experts from other agencies and organizations is required. Candidates are desired to have a technical degree in engineering, mathematics or science from an accredited university. Candidates should be proficient in utilizing the JADE tool for interoperability analysis during MDA test events. Job Descriptions 1) Position: MDA/TE Liaison Location: Washington, DC (MDA HQ) LOE: 1 (initial), others as required Function: The purpose of the Washington DC element is to serve as an interface liaison with MDA HQ and serve as a direct representative of the Chief of the TEC Analysis and Reporting Division. The contractor directly reports to the Chief of the TEC Analysis and Reporting Division. The contractor shall provide day-to-day visibility to MDA leadership, under the direction of the Chief of TEC Analysis and Reporting Division, of the ongoing interoperability analysis program. The contractor shall assist MDA leadership in the interpretation and further presentation of TEC provided analysis results under the cognizance of the Chief of the TEC Analysis and Reporting Division. In addition, the contractor shall provide test tool capability briefings to other MDA elements to leverage existing technology and capabilities to support evolving BMDS development, testing, operational, and warfighter requirements. These briefings shall be conducted in concert with the tool leadership and SME. The contractor shall maintain visibility of evolving interoperability assessment requirements based on future BMDS block spirals, and provide feedback on future requirements and timelines for test tool development to the Chief of the CTF Analysis and Reporting Division and the JADE PM. 2) Position: JADE Data Planning Location: Huntsville, AL (JDAC) LOE: 2 (initial), others as required Function: The contractor shall serve as the primary interface between the JADE program and the TEC Test Planning function for the purpose of identifying and synchronizing high value JADE data products in support of the TEC Analysis and Reporting Division mission. The contractor shall correlate JADE capability utilization to MDA SE VO to define optimal test event requirements for JADE employment and operations, and provide a recommended test event support matrix to the JADE PM and the Chief of the TEC Analysis and Reporting Division. The contractor shall review and comment on all data management plans to ensure data products available from the JADE program for BMDS test events are coordinated and leveraged within the Integrated Data Management Plans (IDMP) for flight tests, ground tests, wargames, and other targets of opportunity. The contractor shall coordinate with deployed JADE operators during missions to ensure data products are distributed in accordance with (IAW) the IDMP. The contractor shall ensure planned JADE data products support MDA SE VO, and are available to analysts within timelines required to support data analysis and reporting objectives. 3) Position: JADE Data Analyst/Operator Location: Huntsville, AL (JDAC) LOE: 3 (initial), others as required Function: The contractor shall provide data analysis expertise utilizing the JADE product to the JAT. The contractor shall be collocated at the JDAC and serve as a base of SME to be leveraged into event specific JAT, as directed by the JAT lead. The contractor shall support mission analysis, technical assessments, and generate analysis reports IAW JAT timelines to assess MDA SE VO utilizing JADE. The contractor may be required to develop and present briefings to MDA leadership on test analysis results in concert with and under the direction of the JAT. All reports and analysis products shall be coordinated within the JAT, and final products shall be archived at MDA Data Centers for long term storage. The contractor shall be required to travel to test sites to provide real-time analysis and augment JADE PO operators if mission requirements demand support to multiple simultaneous nodes across multiple work shifts. All travel requirements shall be coordinated with the mission specific JAT lead and the JADE PM. Options The following additional staffing options shall be available for execution as required to support future BMDS test analysis requirements, if continual support to these sites is realized. a) Position: JADE Data Analyst/Operator Locations: Colorado Springs, CO (JNIC); Other BMD test sites (to be specified) LOE: as required Functions: Same as above Capability Statements GSA schedule contractors who qualify under NAICS 541690, Other Scientific and Technical Consulting Services, are invited to submit to the contracting office as early as possible, but not later than January 12, 2006, a three-page Capability Statement summarizing the corporate strengths in relation to the following criteria: 1) Describe the qualifications and capabilities of your staff to perform the type of work specified in this notice; and 2) Describe your firm’s specific, related past/current DoD experience related to this requirement. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule(s). Be sure to segregate this information on the Capability Statement by firm. Also, please specify by name one primary and one alternate Point of Contact within your firm, including the respective telephone numbers and email addresses of those individuals. All information must be contained within the three-page capability statement limit, excluding a one-page cover letter (if desired) that will not be evaluated.
