Description
Description: The U.S. Army, Office of the Project Manager, Close Combat Systems (CCS), Picatinny Arsenal, NJ is conducting a market survey to identify potential sources for the following items: A readily deployable, non-lethal, man-portable vehicle arresting system or systems with no requirement for anchoring or dedicated support vehicles. This vehicle arresting system or systems shall be capable of stopping a spectrum of wheeled vehicles (5,500 lbs to over 12,000 lbs), on road and off-road, in all climatic conditions at speeds up to 60 mph within 200 feet with minimal injury to vehicle occupants and minimal vehicle damage. This arresting system or systems shall have a low cost reusable training device or devices that shall dimensionally match the arresting system or systems and enable operation in training scenarios. A non-lethal, man-portable device that provides an operationally effective capability for remote deployment of the M2 Vehicle Lightweight Arresting Device (VLAD) system. This device shall be stand alone and require no dedicated support vehicles. This device shall be capable of remotely activating the current M2 VLAD with scalability for follow-on larger vehicle arresting system (s) from a distance of 300m (threshold); 1000m (objective) within 3 seconds (threshold); 2 seconds (objective). Installation of this device shall require no more than two individuals in 15 minutes (threshold); one individual in 10 minutes (objective). This device shall be capable of deploying the net across both single and double lane road widths on all ground surfaces (asphalt, dirt, gravel and sand) in all climatic conditions. The item sought shall have an internal power source and the designs incorporate minimal maintenance procedures and potential failure points. Interested Parties that believe they can meet the above requirements are requested to provide a capability statement which incorporates the capacity for manufacturing production quantities, including company name, address, telephone number, technical point of contact, item nomenclature, item description, and applicable brochure/literature.
