Description
The Government intends to negotiate a Sole Source contract, in accordance with FAR 6.302-1 with Avaya Inc. Headquarters 211 Mt. Airy Road, Basking Ridge, NJ 07920 USA, for the procurement of the following. Voice IC System, which includes the Integrated Voice Communication Network (IVCN) and Integrated Communication Advance Network (ICAN). The intended use for IC System is applicable in US Navy vessels to serve tactical, administrative, and strategic functions, which are key to the war-fighting mission and day-to-day operations of the ship. The IC will be installed in Naval Vessels and. used for Navy interior and exterior voice communication. The purpose IVCN is to provide, materials, digital switching services and Contractor support services to satisfy the requirements for integration, interoperability, compatibility of the IVCN and ICAN systems. The IVCN is designed as a flexible end-user solution to meet diverse current and future requirements to ensure interoperability through standards-based technology using both Government and Contractor provided equipment. IVCN and ICAN is intended to provide all hardware, software, and services required to establish, implement, operate, enhance, maintain, and efficiently use an infrastructure which is capable of supporting and integrating voice, video, and data and which physically extends to ships when docked pier-side. Hardware and services available on this contract will be used for modernizing the shipboard's communications highways, including those of ships, to ensure sufficient performance and bandwidth for integrated voice, video and data. Not only is IVCN and ICAN intended to provide the requester with viable alternatives of self-installation, enhancement, operations and maintenance, but also to facilitate these alternatives. IVCN and ICAN will also provide requesters with viable alternatives for purchasing and/or leasing equipment and utilizing Contractor provided or Government provided support services in any combination or degree of variation to meet the requirements of each distinct requester. The Government anticipates award of a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity contract for a base year and four one-year option periods under the Commercial Item Procedures, FAR Part 12. The NAICS Code is 334210 and the applicable size standard is 1000 employees. NO SOLICITATION WILL BE MADE AVAILABLE AS A RESULT OF THIS ANNOUNCEMENT. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Any firm that believes it can provide these products may give written notification to the individual identified below. Supporting evidence to include appropriate documentation, literature and references must be furnished in sufficient detail to demonstrate the high level of proficiency required to supply the above items. This documentation shall include: contract numbers, contract types, dollar value for each contract referenced, summary of scope of work as well as a customer point of contact, including phone number, for relevant work performed during the past five years that substantiates the ability to satisfy this requirement. The data submitted shall be limited to no more than five (5) pages. Any response to this announcement must be received no later than 14:00 EST 9 January 2006. All responses will be evaluated; however, a determination by the Government not to compete the proposed action is solely within the discretion of the Government. See note #22.
