- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W15QKN-06-T-0543. This is a request for quotation (RFQ). The U.S. Army TACOM-Picatinny intends to award on a sole source basis with LMS North America, Inc., Troy, MI for Virtual Lab and DADS Software Subscription License Right to Use Support in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 “Only One Responsible Source...” because LMS North America, Inc. has proprietary software rights, copyrighted patent rights, and source codes required to access the software, and is the sole developer, distributor and manufacturer of Virtual Lab and DADS software. This notice is not a request for competitive quotations. All responsible sources, however, may submit a quotation that shall be considered by the agency. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (23-DEC-2005); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
