DESCRIPTION: THE PURPOSE OF THIS AMENDMENT NO. 2 IS TO ADD THE REQUIREMENTS FOR TASK ORDER NO. T0001 TO BE AWARDED UNDER THE IDIQ ENGINE OVERHAUL SRVICE CONTRACT IDENTIFIED IN THE BASE COMBINED SYNOPSIS INFORMATION. PRICING FOR TASK ORDER NO. T0001 MUST BE SUBMITTED AT THE SAME TIME A PROPOSAL IS SUBMITTED FOR IDIQ ENGINE OVERHAUL SERVICES CONTRACT SOLICITATION. OFFEROR'S MUST SUBMIT ONE (1) ORIGINAL PROPOSAL, WHICH HAS BEEN SIGNED BY AN AUTHORIZED REPRESENTATIVE OF THE OFFEROR AND THREE (3) COPIES. CONTACT JANE A. PURPOSE: The purpose of this Task Order is to obtain the engine overhaul services for two (2) PT6A-27 engines. 2. BACKGROUND: The PT6A-27 engines on the National Oceanic and Atmospheric Administration?s (NOAA) DeHavilland Twin Otter, FAA registration N57RF will require overhaul due to approaching Time Between Overhaul (3600 Hours). The aircraft?s primary mission, as an observation platform for marine mammals, requires low level operation over salt water. The average flight lasts for duration of five hours resulting in the low engine cycles. The engine has been on the Trend Group/Dallas Airmotive, Turbine Engine Monitoring Program (TEMP) since November 1990. Oil samples were taken every 100 hours up until December 2001 when the Aircraft Operations Center (AOC) elected to take samples on condition. The engines will be delivered to the overhaul facility in serviceable condition, or as removed from an airworthy aircraft. This work must be scheduled for the January/February 2006 timeframe. The following is data applicable to the engine as it is estimated to be upon delivery to the Contractor?s overhaul facility. T0001 Offerors must provide a firm fixed price for tear down inspection, overhaul services with known replacement parts, and testing services by running each engine on a test cell after the overhaul and prior to installation on the aircraft. Offeror must also provide the purchase cost and availability of overhauled exchange engines, and a factory new engine (both should be proposed giving a breakdown of the replacement engine cost and the trade-in value of the Government engine being replaced). A loaner engine may be needed for an estimated 200 hours during the overhaul period. The line item(s) shall be provided in accordance with the Statement of Work contained in this notice. The prices shall be all inclusive of costs. The Government intends to award a Task Order with a firm fixed price amount for the overhaul of two engines and a not to exceed amount for the over and above Items. Item 1: Overhaul to zero time (excluding life limited parts) two PT6A-27 engines to include, 100 percent replacement of all overhaul replacement parts, overhaul of all engine accessories (fuel control, bleed valves, fuel pumps, ?) tear down inspection, and test cell run. Since the Government cannot determine which parts or components if any meet this criteria Offerors are asked to provide what Labor Rate they will charge the Government per hour for over and above discrepancies. Secondly, Offerors are asked to provide what percent discount off list price for replacement parts both new and overhauled. PMA parts are acceptable.
