- This solicitation is a Request for Proposal New Offer Due Date is 1/25/06 at 2:00 PM local time Amend FAR Clause 52.212-2 Evaluation-Commercial Items (Jan 1999) as follows: A. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical and past performance, when combined are slightly more important than price. Offerors should submit the following: 1. Technical (a). Management, Organization, and Physical Capability (1). Describe organization structure w/organization chart with details of organization make up. (2). Description of significant equipment to be used under resultant contract, description of vehicles with condition, maintenance and cleaning plan, number of each type vehicle available to support VA requirement. (3). Financial Prospectus including documents or references that support the financial capacity, lines of credit, or Profit and Loss Statement with balance sheet, insurance policies, State licenses, etc. (4). Description of offeror's key personnel (including drivers) assigned to the contract with accompanying licenses and pertinent training. (b). Past Performance (1). References: Minimum of three (3) references on work currently being performed or complete with past five (5) years for contracts of similar scope and size to include Company Name, address, phone number and point of contact. 3. Price (a). Only Price submissions received in accordance original notice on pages 3-1 through 3-4 are accepted. B. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of option s shall not obligate the Government to exercise the option(s). C. A written notice of award or acceptance of an offer, mailed or otherwise furnish to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (23-DEC-2005). IT ACTUALLY APPEARED OR REAPPEARED ON THE FEDBIZOPPS SYSTEM ON 24-DEC-2005.
