Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Request for Proposal number PIADC-06-03 is hereby issued for this requirement through the current Federal Acquisition Circular. This action is a 100% small business set-aside. The NAICS code is 541990 and the small business size standard is $6.5M. The term of this procurement is a base period (date of award of contract through September 30, 2007), with four (3), one-year option periods. Scope: The Department of Homeland Security, Plum Island Animal Disease Center (PIADC) requests support in the form of contractor personnel to provide scientific and technical support as necessary to facilitate the accomplishment of PIADC?s Research, Development and Test and Evaluation (RDT&E) program. The primary objective of this Statement of Work (SOW) is to provide scientific and technical support. This contract will complement in-house expertise and assist in the execution of research program activities from conception through execution to completion. Background: The Department of Homeland Security, Plum Island Animal Disease Center has a mission to identify potential threats under their national foreign animal disease and agriculture bio-security R&D Program. The agriculture bio-security program will focus on foreign animal disease and will include the development of a national strategy and appropriate interagency coordination, integration and execution of research objectives to improve the nation?s ability to anticipate, prevent, respond, and recover from the introduction of foreign animal disease and/or other potentially harmful animal pathogens. Scope of Work: The contractor is expected to provide scientific personnel, subject matter experts, and scientific laboratory technical expertise as necessary to perform any or all of the following: Execution and accomplishment of PIADC?s RDT&E goals and objectives; Other contract efforts in support of PIADC?s RDT&E objectives; Specific expertise the contractor is expected to provide would include but is not limited to: Veterinary Medicine (expertise in large animal work),Laboratory/Animal Study Technician, Support Scientists (Ph.D. and MS level) with expertise in molecular biology and virology, Laboratory, technicians, Bioinformatics, Epidemiology. Work performed under this contract will be in compliance with applicable regulations including the following: Personnel Requirements: Work Hours. The contractor support personnel will perform during the normal duty hours of PIADC, Monday through Friday, for a total of 40 hours per week. Some weekends or evening hours may be required, but work will still total 40 hours per week. When applicable, exceptions to these normal working hours will be specified in the task order. Holidays: On Government holidays, PIADC is normally closed. If the contractor does not honor the government holiday, the contractor personnel must make arrangements with the DHS, Technical Representative (DHSTR) prior to the holiday. Continuity of operations during normal holiday and vacation time is not required, unless otherwise specified by DHS. Standards of Conduct: Contractor personnel shall adhere to then-existing DHS laws, policies, and procedures, including standards of competency, conduct, appearance, and integrity. The contracting company shall be responsible for disciplinary action with respect to its participants? violations of any DHS laws, policies, and procedures. Additionally, DHS reserves the right to remove any contractor personnel for misconduct or violations of DHS or other Government policies, regulations, or laws. Qualifications: The contractor shall ensure the availability of technically qualified participants to perform the tasks required by this SOW. The contractor is responsible for ensuring the qualified personnel apply for and obtain the necessary security clearances to work at Plum Island and provide documentation to PIADC. Other Contract Details; Period of Performance: The period of performance for this SOW is from the contract award date thru September 30, 2007. Option period I October 1, 2007 thru September 30, 2008; Option period II October 1, 2008 thru September 30, 2009; Option period III October 1, 2009 thru September 30, 2010. The government reserves the right to make multiple awards based on the areas of expertise needed for various positions. Travel. All travel must be approved by the (DHSTR). All foreign travel must also be approved in advance by DHS Programs, Plans and Budget (PPB) the Special Assistant for International Programs and ORD Program Manager. DHS Furnished Information: DHS will provide certain DHS information, materials, and forms to support certain tasks under this SOW. DHS will also provide certain DHS information related to this SOW, which may be necessary for performance. The S&T Technical Representative will be the point of contact for identification of any required information to be supplied by DHS. The contracting agency will prepare any documentation in accordance with the guidelines provided by DHS. DHS Furnished Facilities, Supplies and Services: Basic facilities such as work space and associated operating requirements (e.g., phones, desks, utilities, desktop PCs, and consumable and general purpose office supplies) will be provided to contractor personnel located at PIADC. Place of Performance: Contractor personnel will perform the work under this SOW the Plum Island Animal Disease Center in Orient Point, N.Y. DHS Furnished Property: DHS property will not be provided to contractor personnel, unless otherwise agreed in a task order issued under this SOW. In such instances, DHS will maintain property records. Publications/Patents: All manuscripts must be approved prior to submission by PIADC supervisor. Scientific and technical support performed for PIADC is subject to the Bayh Dole Act. as per FAR Part 27. Deliverables. The contracting firm will provide monthly financial reports to the DHS Contracting Officer and the DHS Technical Representative. Security Requirements: All work performed under this SOW is unclassified unless otherwise specified by DHS. If classified work is required under this SOW, DHS will provide specific guidance to the contractor as to which work will be conducted in a classified manner and at which classification level. Participants will also adhere to applicable government orders, guides, and directives while performing the work hereunder. Specific work will be identified, initiated and awarded by Task Orders. For each task order, multiple candidates should be identified for review by PIADC. Criteria for selection: in descending order of importance Past Performance: Previous experience contracting scientific personnel for government agencies. Proven record of providing quality scientific personnel and administrative support to contracting agencies. Previous experience acquiring government required security clearances for contractor personnel. Capabilities: Ability to identify quality scientific candidates using a nationwide search. Ability to provide quality candidates for selection to government sponsor. Ability to perform and complete necessary procedures to acquire appropriate security clearances for contractor personnel. Ability to provide quality service to the government sponsor. Understanding: Understand DHS scientific support requirements at the Plum Island Animal Disease Center. Understand government policies and procedures for acquisition of appropriate clearances that must be obtained by contractor personnel. Approach: Perform a nationwide search to identify high quality candidates to meet PIADC scientific needs. Provide quality administrative support to contract that is established with PIADC. Cost: Cost is a consideration when evaluating candidates of equal qualifications. Please provide a cost estimates at various levels of experience for positions specified above and provide any costs that will be added, such as overhead costs and any markup over and above salary expenses. The offeror must provide at least three (3) references for contract/purchase orders of similar products/services within the last two (2) years. Each reference must include customers name and address, contact person, project name, date of performance, telephone number and contract value. If business entity establishment is less than two (2) years, provide related experience of key personnel.
