Description

The National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS)intends issue a sole source purchase order for a maximum up to sixty (60) days beginning February 01, 2006 to Independent Technology, Inc. for continuation of Maintenance and Logistical support services for the NOAA Weather Radio (NWR) Transmitter Network. A NWR system consists of an audio control console located in a NOAA Weather Forecast Office. The transmitter systems, including antenna and transmission line are located at a remote site usually collocated with and hosted by a commercial or educational TV/radio transmitter and tower with a communication link (telephone line, microwave or UHF link) between the two locations. Independent Technology Inc. will provide scheduled regular service maintenance, including on-site repairs, emergency and non-emergency miscellaneous services, logistical support, and depot repairs for approximately 381 transmitter locations throughout the United States. In addition, the vendor will provide logistical support and depot repairs for approximately 430 other transmitters at various locations throughout the United States. Other services will include equipment modifications, the storage and replenishment of spare parts, antenna repair, RF signal testing, locating suitable antenna sites and installation and relocation of equipment. The transmitter equipment associated with the sites was manufactured by Scientific Radio Systems, Inc. (SRS), Energy Onix (EO), Crown Broadcast (IREC) and Armstrong Transmitter Co. This purchase order act as a bridge for continuity of services until a follow-on contract is awarded. This synopsis is being issued for the sole purpose of notification only no bids will be accepted. This is not a request for competitive proposals. However, interested parties may submit informational questions only to the Contracting Officer Mark.A.Miller@noaa.gov. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. A fixed price purchase order is contemplated for this effort in accordance with FAR Subpart 12 acquisition of commercial items. See note 22.
