Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the Government. The Department of Commerce (DOC) is exploring options for the contractor provision of email and related integrated services using Microsoft Exchange. The objective is to provide a fully integrated, standards-based system that can handle all of the following: E-mail; Calendaring and scheduling; Contacts; Third party integration with spam filtering; Third party integration with anti-virus software; Full technical and functional integration with BlackBerry handheld devices; Data encryption; Remote access from telework or temporary duty locations; Systems administration and customer support; Training for end users, both classroom and one-on-one; Failover/redundancy ensuring 99.99% availability (and, alternatively, 99.95%); and Capability to provide full Continuity of Operations in the event of emergency and loss of the primary server environment, to include immediate hot swap over to a site other than the primary operational site. The initial scope of this request covers 1010 accounts for the Office of the Secretary and Technology Administration. The current environment is Lotus Domino with a Microsoft Windows 2003 operating system environment. There are almost 50,000 active e-mail accounts in use among the Department Operating Units. Operating units use a variety of operating systems which include Microsoft, Linux and Sun as examples. The following list shows the remaining number of accounts in the Operating Units and e-mail system used (some Operating Units use more than one): Operating Unit No. 1 ? Email System: Netscape, 12292 and Sun One, 6332; Operating Unit No. 2 ? Email System: Exchange, 10435; Operating Unit No. 3 ? Email System: Lotus Domino, 7864; Operating Unit No. 4 ? Email System: Sendmail, 4000 and Exchange, 100; Operating Unit No. 5 ? Email System: Lotus Domino, 3600; Operating Unit No. 6 ? Email System: Exchange, 541; Operating Unit No. 7 ? Email System: GroupWise, 500; Operating Unit No. 8 ? Email System: Exchange, 272; Operating Unit No. 9 ? Email System: Exchange, 250; Operating Unit No. 10 ? Email System: Exchange, 240; Operating Unit No. 11 ? Email System: GroupWise, 211; Operating Unit No. 12 ? Email System: Exchange, 194; Operating Unit No. 13 ? Email System: Bynari, 75; and Operating Unit No. 14 ? Email System: Lotus Domino, 50. The Department of Commerce is seeking the following information: 1. Implementation costs for migrating the first group of 1010 accounts from Lotus Domino to Microsoft Exchange, considering the requirements above. Potential respondents shall also identify how the costs were calculated. 2. A per seat cost to operate and maintain the system at a service level of 99.99% and an alternate per seat cost for a service level of 99.95%. Potential respondents shall also identify how the costs were calculated. 3. Incremental costs for bringing on the remainder of the Department under an enterprise-wide contract, to include a per seat operations and maintenance cost at both service levels (99.99% and 99.95%). Potential respondents shall also identify how the costs were calculated. 4. Any additional considerations or recommendations that may be helpful to the Department of Commerce regarding its email system(s). Contractors responding to this request will not be obligated to provide the services described herein and it is understood by the Government that the costs provided as a result of this request are ?best? estimates only. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The response date for this market research is January 12, 2006. No collect calls will be accepted.
