Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is issued as a Request for Proposal (RFP). The combined synopsis/solicitation number is W91ZLK-06-T-0119. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. The associated North America Industry Classification S ystem (NAICS) Code 334516 and the Business Size Standard is 500. The contractor shall provide the following: CLIN 0001 Qty 2 GAS CHROMATOGRAPH-QUADRUPOLE MASS SPECTOMETER (GC-MS). This is a portable GC/MS with windows 2000 Laptop, Agilent 5973N mass sp ectrometer detector and reusable shipping containers. Shall include Agilent chemstation software and the NIST/NIH/EPA library of approximately 190,00 compounds. One year warranty on parts and labor. THIS SYSTEM MUST NOT EMPLOY MECHANICAL ROUGHING PUMPS AND MUST BE GREATER THAN 3.0 FT IN VOLUME. The system must be a light weight, ruggedized, field serviceable device and is available to Government organizations and private firms for environmental assessments, arms control and non-proliferation activities , as well as detecting and identifying hazardous substances released during an accident or terrorist attack. The system shall provides a cost-effective, efficient means for analyzing, on-site, unknown chemicals in various emergency and non-emergency circu mstances. The system must weighs approximately 70 lbs and be only 15 inch L x 23 inch W x 15 inch H. It is completely contained in a single carrying case housing the entire system. With a range of 1.6 to 800 Atomic Mass Units (AMU) and a library of hundred s of known spectra, the system must be unmatched in its ability to allow First Responders, as well as others, to quickly, efficiently, and reliably assess the situation and take the proper precautions to protect everyone involved. The laptop allows the us er to interface with a main laboratory, for analysis assistance. CLIN 0002 Qty 2 On-Site Installation and Introductory Training to include familiarization, care and usage of this unit. Duration shall be 2 days. CLIN 0003: Qty 2 High Usage Comsumable K it. Description of requirements: The above referenced system are those of Constellation Technology Corp.and are being solicited on a Brand Name or Equal Basis. The above characteristics are intended to be descriptive, but not restrictive. Unless clearl y marked that the vendor is quoting on an equal the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposes to furnish an equal product, the brand name of the product to be furnished shall be inse rted on the proposal. Acceptance shall be at Destination. Shipping shall be FOB Destination. Delivery shall be to the U.S. Army Aberdeen Proving Ground, Md 21001. The following clauses will be incorporated by reference. 52.209-6 Protecting the Government s Interest When Subcontracting with contractors debarred, suspended or proposed for debarment. 52.212-4 Contract Terms and Conditions Commerical Items, 52.223-11 Ozone-Depleting Substances, 52-247-34 F.O.B. Destination. The provision at 52.212-1, Instr uctions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, EvaluationCommercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Techni cal, past performance and price. Technical and past performance, when combined are significantly more important than cost or price. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. Offeror shall include a comple ted copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, and DFARS 252.212-7000, Offeror Representation and Certification with its offer. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
