Description
The Air National Guard (ANG) requests information on three types of equipment to augment the fuels systems maintenance process. The ANG is specifically looking for equipment to aid fuel leak detection, aid in sealant removal, and equipment to accele rate sealant cure time. Companies may submit information on any one, two, or all three types of equipment. For the purposes of this RFI no constraints of fuels maintenance equipment are levied except as noted in the following requirements: For fuel leak detection equipment: 1. The equipment shall have the capability to detect and identify the exact location/s of both internal and external fuel leaks with a high degree of accuracy (well beyond the current Air Force fuels shop air pressure, soap bubble, and powder dye procedure s) and have a very low to non existent false identification rate. For sealant removal equipment: 1. The equipment/tool shall have the capability to quickly and safely remove old sealant from F-16 fuel tanks. The tool should be usable in small and hard to reach areas. For fuel sealant cure equipment: 1. The equipment shall have the capability to accelerate the curing process of PR1750 and PR1826 B ?, B ?, and B 2 sealant. The current cure times in 72 degree ambient air are; B ? 2 hours, B ? 22 hours, B 2 32 hours). The equipment must cut cure time b y at least 30%, however at least 50% reduction is desired. For leak detection, sealant removal, and sealant cure equipment: 1. The equipment shall be of suitable size for use in tight spaces in F-16 and other fighter aircraft fuel tanks. 2. The equipment must be usable in open fuels systems maintenance area, defined in Air Force Technical Order (T.O.) 1-1-3 as the entire hangar where open fuel tank maintenance is performed. In order to meet the AF T.O. 1-1-3 requirements the equipment mu st be usable in the open fuel tank area with a Lower Explosive Level (LEL) of 1.5. However, AF T.O. 1-1-3 outlines that equipment can be operated in the open fuel tank area with an LEL above 1.5 if the equipment is certified intrinsically safe or meets Na tional Fire Protection Association (NFPA) 70 electric code requirements. It is highly desirable that the equipment be certified as intrinsically safe or meet NFPA requirements in order to operate with an LEL above 1.5. 3. The equipment shall be easily operable by Air Force 5-level (intermediate/journeyman) fuels systems maintenance technician when appropriately trained. 4. Equipment training must be available on site from the vendor or certified third party. 5. Users manuals must be available with the equipment. 6. Calibration and repair capability shall be available to support equipment use. Equipment built-in-test (BIT), in shop calibration, and servicing is desirable. Any off site calibration shall require no more than 15 days of equipment downtime per year. 7. Equipment shall be easy to set-up and require no more than 30 minutes of set-up from storage to usage; however, desired set-up time is 15 minutes or less. 8. Equipment must be easily broken down for shelf/tool crib storage and any consumables must require no more than open air, grounded, self closing, and ventilated hazardous material locker. 9. Equipment shall be portable with 2-man lift or less. 10. Equipment shall be durable enough and suitable for military mobility and deployment environments. 11. Equipment must be available on a no cost loan status for testing. Interested parties capable of providing Aircraft Fuel Leak Detection Equipment, Sealant Removal Equipment and/or Aircraft Sealant Curing Equipment that meets or exceeds the above requi rements shall provide a Statement of Capability (SOC) for each piece of equipment which will demonstrate the capability to provide and support the off-the-shelf equipment described above, including a description of equipment capabilities. The SOC/s shall be unclassified and the information submitted should be pe rtinent to the type of equipment requested above. No solicitation exists at this time and the Air National Guard does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. The SOC/s is/are limited to 10 p ages in MS Word or 15 pages in PowerPoint format and must be submitted via email to the both parties listed below andrew.chilcoat@aztucs.ang.af.mil and also to michael.desouto@aztucs.ang.af.mil no later than 31 JAN 06 at 4:30 MST.
