Description
Radio Frequency (RF) Spectrum Planning and Management Tools  Request for Information (RFI)/ Sources Sought (SS) Notice The US Army Research, Development and Engineering Command (RDECOM), Communications Electronics Research, Development and Engineering Center (CERDEC), Space and Terrestrial Communications Directorate (S&TCD) is interested in receiving white papers describin g novel concepts, tools and core capabilities to enable combatant commanders in their planning and management of the RF spectrum for operational forces. The white papers shall address core capabilities and/or existing tools that address and /or meet the following: " Rapid spectrum planning and management of terrestrial, aerial, radar and satellite and jammer resources for both At-the-Halt (ATH) and On the Move (OTM) forces with ability to modify frequency resources as the dynamics of the operations change. " Visualization tools and techniques that run faster than real time to facilitate planning and viewing of operational RF spectrum requirements and usage at all levels of the battle space. " RF Spectrum tools and capabilities for both ATH and OTM operations to identify and indicate friendly system interference, conflicts, resources and spectrum demands based on proposed mission routes. " Standardization of spectrum requirements database that can interface with current and future spectrum management systems and that reflects and accounts for policies, regulations, restrictions and spectrum allotment plans affecting own, host nations and coalition partners forces. " Awareness of actual RF Spectrum use in local geographic areas of operation " Open architecture and appropriate Application Program Interfaces (APIs) that promote and enable net-centric based solutions to spectrum planning and management " Ability to operate in a classified environment Sources who believe they have the required concepts, tools and core capabilities or can meet the above requirements through modification of existing RF spectrum planning and management capabilities are encouraged to provide specifications, item description s and other pertinent material to enable S&TCD to develop the required capabilities. Information relative to schedule, design, development, delivery and price would also be helpful. All propriety material should be marked as such. The RFI/SS Notice is for information and planning purposes and shall not be construed as a solicitation or as an obligation on the part of the US Army RDECOM/CERDEC. The purpose of this RFI/SS is to identify potential sources that may be interested in and capable of providing the required RF spectrum planning and management solutions. US Army RDECOM/CERDEC does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or for use of the prov ided information. Acknowledgement of receipt of responses will be made via email. Each white paper/response will be reviewed, and, if there is any interest from RDECOM/CERDEC and partner service organizations the respective applicants will be contacted d irectly and follow-on arrangements will be made. No formal notification of S&TCDs evaluation of the information received will be provided to any of the responding applicants. SUBMISSIONS: Responses to this RFI should be submitted no later than 4:00 PM EST on 11 January 2006.
