Description
GENERAL - ESMERALDA AERIAL SEEDING 1. Contract Services for aircraft to aerially apply seed to approximately 5,813 acres - South Unit (Spot Seeding and every other 60 foot swath on pre-fire ecological sites that had big sagebrush as shrub component) and 7,984 acres - West Unit (Every other 60 foot swath over 15,968 acres) located in Elko County, Nevada. The approximate period of performance shall be 30 calendar days estimated to begin the latter part of January, 2006. There various unregulated landing strips in the vicinity and the seeding will be in mountainous terrain. The seed mix shall be site-specific mix and the rate of application is South Unit - 2.36 lbs/acre and West Unit - 2.76 lbs/acres. Species to be seeded include: South Unit - Wyoming Big Sagebrush, Basin Big Sagebrush, and Western Yarrow; West Unit - Wyoming Big Sagebrush and Western Yarrow. The approximate total bulk pounds of seed to be applied: South Unit - 13,730 and West Unit - 22,035. Award will be based on all or none basis. 2. END-PRODUCT CONTRACTS/SERVICES: These are BLM projects to be awarded that may use aircraft as a means of delivering a service or product. Aircraft used are not "Public Aircraft" and are not under the operational control of the BLM or subject to compliance with BLM Aviation Program policy and direction, and as such are not subject to the scheduling and airspace coordination procedures specified in Letters of Agreement with Department of Defense. These aircraft are general aviation aircraft operating IAW 14 CFR Parts 91, 133, and/or 137 while flying in general and/or special use airspace. Pilots will comply with all applicable Federal Aviation Regulations 3. Description/Location of Work - Using Contractor furnished application equipment, supplies, and materials except for specified Government furnished property to seed designated burned and unburned areas with BLM specified seed at the rate specified using appropriate application equipment and delivery method as stated in the Detailed Specifications. Work under this contract is located in Elko County, State of Nevada. The work consists of one site to be seeded. The project is located approximately 50 miles northwest of Elko, Nevada. All areas to be seeded are shown on the Work Location Maps. Typical seeding operations may be conducted in steep, mountainous terrain, which may also lack suitable landing strips/areas, and the anticipated poor conditions of roads at the work sites. 4. Base of Operation - The Contractor shall provide such operation facilities as may be required for competent performance of contract. Use of any operation area shall be arranged by and at the discretion and risk of the Contractor, and the Government shall not be held responsible for any loss, mishap, or accident due to conditions of any operating facility used. The Contractor may be required to provide appropriate warning signs for traffic if roads are used as operating sites. 5. General Requirements - The Contractor shall seed designated areas in conformance with these specifications and the Work Data Sheets. Unless otherwise specified, the Contractor shall furnish at work sites all equipment, labor, supplies, and materials required to complete the job. The Contractor shall service and repair equipment as necessary to maintain satisfactory progress on work. 6. Equipment - Aircraft - Due to terrain, safety issues, and seed coverage, the project area has been determined "HELICOPTER USAGE ONLY". Aircraft must be capable of operation in steep terrain, lack of landing strips, and the anticipated poor conditions of roads at the work sites. The Contractor shall furnish sufficient aircraft to satisfactorily seed the designated areas in the time specified as required in the Work Data Sheets. Aircraft shall be capable of flying at a moderate rate of speed and low enough to give proper control and distribution of seed. GPS/ARC/INFO compatible navigation system: Aircraft shall be equipped with a GPS Guidance/Tracking system capable of accepting and utilizing ARC/INFO GIS Shape files (.shp) and of directly supplying Shape files (.shp) of treatment coverage to the Government in UTM projection North America Datum 1983 upon completion of each treated area or as required by the Contracting Officer. Flight Log: Must be capable of calculating and showing total acres treated during flight, must show the entire flight of the aircraft from takeoff to landing and differentiate between seed drop-on and seed drop- off. A color printout and Export files of each flight shall be provided on a standard HD 1.44 MB 3.5 inch floppy disc, compact disc or other appropriate media approved by the contracting officer and the Elko Field Office and must be compatible with ARC/INFO GIS.
