- NAICS Code: 334516 This is a combined synopsis/request for quote for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only RFQ; quotes are being requested and a written RFQ will not be issued. This procurement is 100% set-aside for small business. The identifying number is RFQ-OH-06-00048. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06. The NAICS code is 334516 and the size standard is 500 employees. A firm fixed price purchase order is anticipated to result from the award of this RFQ. The EPA, Water Supply and Water Recourses Division located in Cincinnati, OH has a requirement for a digital acquisition system for a transmission electron microscope (TEM). The following specifications must be met or exceeded to be considered: 1. Minimum 4 mega pixel format on recorded image is necessary; 2. All aspects of the system must be new, not reused or refurbished; 3. Camera must be side mounted onto and compatible with a Joel 1200EX TEM, with full photographic field-of-view; 4. Low distortion (<1%) lenses required or fiber-optic connections will be considered; 5. Whole image viewing in real time must meet or exceed 9+ frames per second for 2x2 binning and 15+ frames per second for 4x4 binning; 6. Non water cooled system; 7. Auto-montage capability; 8. Onscreen measurements and annotations; 9. No sliding vacuum seals in the system; 10. On-site service and training available. Shipment of camera to factory for service facility not necessary; 11. Customer service references or testimonials required; 12. Delivery in 60 or less days. Delivery is FOB destination to US EPA Cincinnati, OH; 13. If vendor is not able to use existing mounts, ports and other hardware from previous AMT Advantage 8 system, additional hardware necessary to mount to JEOL 1200EXII should be included with system; 14. Information on optional Service Maintenance Agreement availability and price. If the Government elects to obtain service maintenance agreement a separate purchase order will be issued; 15. Trade-in offered for existing AMT Advantage 8 (Kodak Megaplus 1.4i) camera. The Government will evaluate and make the award based on "best overall value." Best overall value will be a combination of the responses to the criteria above and price. Contractors must meet all criteria in order to be considered for award. Contractor's quotation price should also indicate the value of the trade-in equipment. The government anticipates award using simplified acquisition procedures of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1) Technical capability of the item offered to meet Government requirement and (ii) price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
