Description
Chemical Hygiene Officer Training Program: The Department of Defense Education Activity (DoDEA) intends to negotiate, on a competitive basis, a contract for the development and implementation of a training program and plan for hazardous substances and wastes management for DoDEA employees that oversee student laboratories. The core requirements are: (i) the Occupational Safety and Health Administration?s Regulation?s Occupational exposure to Hazardous Chemicals, 29 Code of Federal Regulations (CFR) 1910.1450, and Laboratories and Hazard communications, 29 CFR 1910.12; (ii) The US Environmental Protection Agency?s and Department of Transportation?s Storage, handling, spill reporting, disposal and labeling requirements; and (iii) Local environmental laws and regulations as they pertain to DoDEA schools. DoDEA is an agency of the Department of Defense (DOD) serving the dependent children of DoD military and civilian personnel. It operates approximately 222 schools in 13 foreign countries; seven states, Guam, and Puerto Rico. The plan will be to train the school?s Chemical Hygiene Officers responsible for student laboratories and student applied science education in schools operated by DoDEA. The Solicitation, HE1254-06-R-0005, will be issued as a request for proposal (RFP) in approximately fifteen days. The Solicitation will be set aside for small businesses. The solicitation will be for commercial items and will be prepared in accordance with the format in FAR Part 12. The award will be a best value decision and include one base year and four option years. The Department of Defense Education Activity (DoDEA) is a federal government agency, tax exempt, an education activity and qualifies for academic/educational pricing. In order to be eligible for award, Offerors have to be registered on the Federal Government?s website at www.ccr.gov. No information concerning this solicitation or requests for clarification will be provided in response to telephone calls. Inquiries will be answered and responses will be provided to all potential Offerors in amendments to the solicitation. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) website at http://www.eps.gov. The solicitation will be posted in approximately fifteen days from the date this synopsis is posted. Amendments may be posted to FedBizOpps up until the response due date.
