Description
Notice of Contract Action (NOCA). This announcement serves as notice to all potential offerors that, on or about 1 July 2005, the Air Force Research Laboratory, Directed Energy Directorate Contracting Division, at Kirtland Air Force Base, New Mexico, plans to issue a Request for Proposal (RFP), FA9451-04-R-0005 for Innovative Research and Optical Site Support (IROSS) on the Federal Business Opportunities (http://www.eps.gov/) . This solicitation is a follow-on effort and will consolidate previous individual contracts for the Maui Space Surveillance System (MSSS), Maui, HI, and the Starfire Optical Range (SOR), Kirtland Air Force Base, NM. This acquisition is being solicited as a Full and Open Competition utilizing Mandatory Procedures (MP) Air Force FAR Supplement (AFFARS) 5315.3 Source Selection Procedures. The North American Industries Classification System (NAICS) code is 541710. Award is expected to be made on or about 30 September 2005. The period of performance for the IROSS contract is 4 years (Base Period) plus three 1-year options. The selected contractor shall provide Program Management, System Engineering, Experiment Support, and Site Infrastructure Support for the MSSS and SOR sites. The acquisition requires scientists, engineers, technicians, and laborers with experience and skills in the following representative disciplines and specialties: Experiment design to validate new space control concepts to include space situational awareness, offensive counterspace, and defensive counterspace; Generation of requirements for optical, electro-optical, electronic, and software development projects from the component to the system level; Detailed optical component design, tolerancing, specification, and procurement; Handling of large (3-4 m class) optical and opto-mechanical structures; Set-up, integration, and precision alignment of complex electro-optical systems; Software control of large telescope and laser beam director mounts; Acquisition and tracking of ground, air, and space targets with large optical mounts; Design, fabrication, integration, test, operation, and maintenance of specialized electronics systems, kilo-actuator adaptive optical systems, precision tracking systems; High-volume, high-bandwidth acquisition, storage, and indexing of data from experiments; Space object identification and surveillance using imaging and non-imaging techniques; Detailed Statement of Work requirements are included in the Draft Request for Proposal (RFP) posted to the FedBizOpps website on 31 May 2005. Potential Offerors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government. All respondents must be registered in the Central Contractor Registration (CCR) database in order to receive an award. CCR registration can be accomplished at www.ccr.gov. NOTE: (1) Only U.S. contractors are eligible for award. (2) Contract award will be made only to offeror(s) who currently possess a Top Secret Facility Clearance and have sufficient Top Secret cleared and qualified personnel available at the time of contract award.
