Requests for a solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of providing specific communications, operations, and maintenance services to 72 Communications Squadron, 72 ABW --Tinker Air Force Base, OK. Tinker Air Force Base Network and Telephone Operations and Maintenance Services (The following is subject to change at the discretion of the government) First: The Government believes that the North America Industry Classification System (NAICS) code for this requirement is 517110 Wired Telecommunications Carriers, Size Standard 1,500 employees, SIC 4813. Response to this synopsis will be used for market survey analysis to determine if the contemplated acquisition will be conducted under full and open competition, or as a set-aside under small business set-aside or 8(a) procedures. Women-owned small businesses, HUBZone small businesses, Historically Black Colleges and Universities and Minority Institutions (HBCU/MI) and Tribal Universities who are capable of meeting the requirements of this acquisition are highly encouraged to participate. Second: The Government would like to utilize a 5 year period of performance (basic year and 4 one-year options) for the follow-on to the current contract. The Government is interested in industry suggestions for pricing arrangements. The estimated value of the contract for the 5 year period of performance is $49M. When released the solicitation number will be FA8101-06-R-0023. There is no expected release date for the solicitation at this time. The Buyer/Contracting Officer may post a draft Performance Work Statement for comments on FedBizOpps. The synopsis and format Request for Proposal will be posted on FedBizOpps. The information gathered as a result from the Request for Information may be considered market research. It would be helpful to provide your comments by COB Jan 13: however, comments to this Request for Information (RFI) will be accepted until release of the formal RFP. Scope of Work. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and other items and services, unless specified in this contract as Government Furnished Property (GFP). Work under this PWS will support the mission of the 72 Communications Squadron (CS) at Tinker Air Force Base, Oklahoma with highly reliable telecommunications and networked voice, video and data services. The contractor shall be available 24 hours per day, 7 days per week, to perform monthly Operations and Maintenance (O&M) services and other services for the Base Network and Telecommunications System (BTS). The BTS consists of the base telephone system switch, command post switch, 507th switch, metropolitan area network (MAN) and local area network (LAN) infrastructure (not including network equipment), outside plant, inside plant, and all associated equipment that may be added during the term of any resultant contract. The contractor must operate and maintain all BTS equipment and systems in accordance with (IAW) the original equipment manufacturer?s technical manuals and specifications, Department of Defense (DoD), US Air Force (AF) policy and regulations, and applicable federal, state, and local regulations. Maintenance. The contractor shall provide all labor to maintain equipment and communications infrastructure in a serviceable condition or to restore it to a serviceable condition to include inspection, periodic testing, adjustment, repair, disconnects (phone and LAN circuits) rebuilding, and reclamation. Maintenance and operation of the BTS shall rest with the contractor. Monthly Maintenance includes preventive maintenance IAW applicable publications and other routine work to optimize the life expectancy of the equipment and cable systems. Monthly Maintenance includes maintenance and update of TMS databases; data administration; activation, deactivation; cross-connects; fault detection /location/notification/repair/verification; service verification; inventory and tracking of supplies and spares; prevention maintenance inspections (PMI?s); record keeping; maintenance of telephone sets, switches, station wiring, and batteries and telecommunications power equipment; and Contractor support services. Operations. Examples of ?Operations? work orders include, but are not limited to, future equipment purchases, installations, removals, or relocations. New installs are added to the equipment list covered by ?Monthly Maintenance?. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information submitted by respondents to this Sources Sought request. Respondents are requested to submit a statement of capability outlining past work that is strongly related to the requirements listed in the synopsis. Identify the number of management and technical personnel within your company available for contract efforts as well as your company?s ability to recruit and retain qualified personnel in both the technical and management environments. Indicate your ability to obtain and maintain Department of Defense security clearances for personnel as required. Identify any contracts held with the Government, to include place and period of performance.
