MARKET SURVEY Solicitation Number W15P7T-06-B-K214 Market Survey for Installation Kits and Ancillary Items This is a market survey to locate sources for various Installation Kits, brackets and miscellaneous items used in Communications-Electronics Life Cycle Command (C-E LCMC) weapon systems. The U.S. Army is seeking to identify vendors with the capability to provide all of the following items in accordance with C-E LCMC drawings and parts lists. It is projected that a solicitation for a five-year IDIQ type contract with ranges will follow. The specified approximate ranges of individual kits are as follows. These ranges apply to each year of the anticipated solicitation. The aggregate total delivery of kits in a month may ramp to 10,000. If First Article Test (FAT) is required, the installation kits shall be provided, within 180 days after contract award, at a monthly rate of 3,000 kits per month for the first 12 months. Interested parties that are subject to the performance of FAT shall provide a plan for a ramp up to 10,000 kits per month within 12 months after contract award to support a projec t ed surge of 200,000 kits over the next 48 months. If FAT requirements are waived, the installation kits shall be provided, within 180 days after contract award, at a monthly rate of 4,500 kits per month for the first 90 days. Interested parties that ar e not subject to the performance of FATshall provide a plan for a ramp up to 10,000 kits per month within 270 days to support a projected surge of 200,000 kits over the next 48 months. Ancillary items shall be provided at a monthly rate of up to 3,000 per month for the first 12 months. Ancillary items shall be stated in an appropriate ratio to kit quantities to represent a 200,000 kit buy. Due to the need for kit integration, the ability to meet surge requirements, and the requirement to meet the Department of the Army (DA ) directed fielding schedules, all of the above items shall be provided by a single provider. FA T is required on the following listed item s by all interested sources that have not successfully produced and obtained Government acceptance of these items within the past two years: a. MT-6352 Mounting Base b. MT-6146 Mounting Base c. LS-671 Loudspeaker d. AS-3900A Antenna e. AS3916 Antenna f. AS-3449 Antenna g. NTDR Antenna h. All cables If FAT is required, a FAT plan and a FAT report must be provided and approved by the Government prior to the manufacture and delivery of Installation Kits. Government Furnished Gauges will be provided to assist in the manufacture and testing of all Mounting Bases and Antennas. The following items are Government Furnished Materiel and will be provided when required for the set assembly of those particular kits: a. A3004947, Antenna Adapter b. MT-6576, 5975-01-285-2352, Single Radio Mounting Base c. C-11291, 5895-01-151-9914, Control Monitor d. CY-8664, 6160-01-339-7723, Battery Tray Where a loudspeaker is required, all kits shall be assembled using LS-671, CX-13292 Cable and A3014550-1 Bracket. Cables A3018360-1 and A3014044 series that connect to the VIC-1 are not required. MK-2384 shall have quantities changed as follows: A3014065-1 from 2 to 3, A3014038-12 from 2 to 3, A3014550-1 from 2 to 3, A3014038-3 from 2 to 0. MK-2400 and MK-2715 shall be assembled with collapsible bag 57K260 and gasket 12379940 (Quantity of 1 for MK 2400, Quantity of 2 for MK-2715); Remove A3014038-1 and A3014038-2 for MK-2715 and replace with A3014038-10, qty. 2) All IKs shall be packed in triple wall containers that meet the requirements of Fed. Spec. PPD-B-640-D. Boxes shall be weather resistant with burst strength of 1300 psi. Unique Item Identification (UID) marking shall be in accordance with the UID Statem ent of Work. Inspection and acceptance at source. Freight on Board (FOB) shall be destination. The contractor shall provide Higher-Level Contract Quality Requirements in accordance with Federal Acquisition Regulation (FAR) 52.246-11. All items shall be shipped to Red River Army Depot, Texarkana Texas. Interested sources may identify their interest and capability to respond to this requirement. Suppliers capable of providing these items in accordance with the Government requirements within the required delivery schedule shall respond in writing. The re sponse should be a short introductory description (unclassified) outlining a viable approach that meets the above needs and should address production capability and surge capability and prices. Responses from interested sources shall address their capabi l ity to act as a single provider for the aggregate quantities of Installation Kits and ancillary items specified herein. The drawings will be posted on the Interactive Opportunities Web Page (IBOP).
