- SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) for the procurement of a variety of portable Satellite Communications (SATCOM) terminals. The items are as follows: a) VSAT (1.0 m or less) - A SATCOM terminal with an antenna diameter of one meter or less capable of transmitting a single carrier and receiving a single signal in Ku-band and capable of upgrading for operation in the military Ka- Band. The minimum data rate is 512 KBps in Ku-Band and 20 MBps in Ka- Band. The system shall be a suitcase design, transit case design or designed for roof top mounting on a vehicle. The system shall be capable of automatic acquisition of the satellite. The system must be in compliance by INTELSAT for Ku-Band operation and meet MIL-STD 164A requirements for operation is Ka- Band. The system shall have an L-Band IF and be equipped with a CAT 5 interface. b) VSAT (1.5 m) - A SATCOM system that transmits and receives in the C-/X- /Ku-Bands. The minimum required data rates are 512 KBps in C-Band, 2.048 MBps in X-Band and 8.192 MBps in Ku-Band. Terminal must be DSCS certified for operation is X-Band, and have INTELSAT compliance for operation in C-Band and Ku-Band. The terminal must have either 70 MHz IF or L-Band IF. The terminal must be capable of auto acquisition of the satellite from stored position information. The terminal must be provided with a GUI and be capable of controlling the terminal and providing all of the information required by MIL-STD 164A. The terminal should be transit cased with individual cases not exceeding the two-man lift limit of 174 lbs or designed for roof top mounting on a vehicle. c) VSAT (1.8m) - A SATCOM system that transmits and receives in the C-/X-/Ku- Bands and has an option for Ka-Band (military) operation. The minimum required data rates are 512 KBps in C-Band, 2.048 MBps in X-Band, 8.192 MBps in Ku-Band and 20 MBps in Ka-Band. Terminal must be DSCS certified for operation is X-Band, meet MIL-STD 164A requirements for Ka-Band and have INTELSAT compliance for operation in C-Band and Ku-Band. The terminal must have either 70 MHz IF or L-Band IF. The terminal must be capable of auto acquisition of the satellite from stored position information. The terminal must be provided with a GUI and be capable of controlling the terminal and providing all of the information required by MIL-STD 164A. d) 2.4 M Spoke ??? A SATCOM system that transmits and receives in the C-/X- /Ku/Ka-Bands.. The minimum required data rates are 512 KBps in C-Band, 2.048 MBps in X-Band, 8.192 MBps in Ku-Band and 20 MBps in Ka-Band. Terminal must be DSCS certified for operation is X-Band, meet MIL-STD 164A requirements for Ka-Band and have INTELSAT compliance for operation in C- Band and Ku-Band. The terminal must have either 70 MHz IF or L-Band IF. The terminal must be capable of auto acquisition from stored position information and auto tracking. The terminal must be provided with a GUI and be capable of controlling the terminal and providing all of the information required by MIL-STD 164A. e) 2.4 M Hub ??? A SATCOM system that transmits a single carrier and receives a minimum of four carriers in the C-/X-/Ku/Ka-Bands. The minimum required data rates are 512 KBps in C-Band, 2.048 MBps in X-Band, 8.192 MBps in Ku- Band and 20 MBps in Ka-Band. Terminal must be DSCS certified for operation is X-Band, meet MIL-STD 164A requirements for Ka-Band and have INTELSAT compliance for operation in C-Band and Ku-Band. The terminal must have either 70 MHz IF or L-Band IF. The terminal must be capable of auto acquisition from stored position information and auto tracking. The terminal must be provided with a GUI and be capable of controlling the terminal and providing all of the information required by MIL-STD 164A. f) 2.4M Dual Hub - Each satellite terminal shall be capable of supporting a dual hub configuration with a minimum of four spokes per hub (eight spokes total). Each hub will support a single carrier and receive a minimum of four carriers in the C-/X-/Ku/Ka-Bands. Terminal must be DSCS certified for operation is X-Band, meet MIL-STD 164A requirements for Ka-Band and have INTELSAT compliance for operation in C-Band and Ku-Band. The procured units will be either be designed for mounting on a heavy variant High Mobility Multipurpose Wheeled Vehicle (HMMWV), and will include an integral quad-band (C, X, Ku and Ka) pop-up antenna and an external 2.4 meter antenna or will be provided as a transit cased system. The unit will also be required to interface with a lightweight high gain Tri-Band Antenna. The electronics for all three antennas shall be incorporated within the terminal. g) 2.4M Spoke/Hub/Dual Hub Modular ??? Each terminal shall have a modular design that will allow the end user to upgrade the system from a 2.4 m spoke system (C-/X-/Ku-/Ka-Band) to a 2.4 m hub system to a 2.4 m dual hub system by incorporating additional transit cased equipment and incorporating an additional antenna system with the basic terminal. The terminal will support a minimum of one carrier and one receive frequency in the basic terminal configuration to two carriers with eight receive frequencies in the dual hub configuration. Terminal must be DSCS certified for operation is X-Band, meet MIL-STD 164A requirements for Ka-Band and have INTELSAT compliance for operation in C-Band and Ku-Band. h) Tri-Band High Gain antenna ??? A tri-band (C-, X-, Ku-bands) lightweight high gain antenna that is either transit cased or mounted on a trailer that is HMMWV towable. The antenna must be must be DSCS certified for operation is X-Band and have INTELSAT compliance for operation in C-Band and Ku-Band. The trailer mounted system must be ATTLA certified for transpiration on C-130 and larger military aircraft. The antenna must be capable of transmitting a single carrier and receiving a single signal. The minimum antenna gain for any of the bands shall be 45 dB. A Multiple Award, Indefinite Delivery, Indefinite Quantity, Fixed-Price type contract is anticipated. Award will be made for a one-year base period with 4 one-year option periods. Mandatory criteria are associated with the above listed items. The applicable NAICS is 334220 with a size standard of 750 employees. The anticipated award date of the subject contract is scheduled for October 1, 2005. The estimated release date of the solicitation will be on or about 16 June 2005 on the SPAWAR e-commerce website at https://e- commerce.spawar.navy.mil.
