- Description
- NAICS Code: 541620 This is a sources sought notice for written information only. The Government does not intend to award a contract on the basis of this sources sought notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In preparation for an upcoming procurement, the U.S. Environmental Protection Agency (EPA) Office of Radiation and Indoor Air (ORIA), Radiation Protection Division (RPD) is conducting market research to determine potential sources for services involving the demonstration of alternatives to radioactive devices technology, using FAR Part 13 -- Simplified Acquisition Procedures. RPD is dedicated to minimizing incidences of lost radioactive sources that enter into consumer metal supplies and the public domain. Industrial devices and consumer products containing radioactive sources routinely fall out of regulatory control. Once this occurs, these devices and products may be subjected to harsh conditions capable of producing a breached source, with the potential of harmful exposure incidents and significant economical impacts to industry. Under the proposed Purchase Order, the Contractor will provide support to conduct outreach to facilitate market penetration and acceptance of the alternative technologies for radiography cameras chosen for funding. This work will be accomplished by working with all stakeholders to address issues and concerns that may impede acceptance of the alternative. The North American Industry Classification System (NAICS) code for this procurement is 541620, with a size standard of $6.0 million. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested potential offerors to submit a brief capability statement demonstrating how they plan to meet the above requirement. Submissions shall be limited to no more than two pages. Standard brochures will not be considered as a sufficient response to this notice. The capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Experience with industrial devices and consumer products containing radioactive sources; and (5) Business size and classification (small, large, small-disadvantaged, certified 8(a), HUBZone, woman-owned, service-disabled veteran, Native American, etc.) Businesses should submit an electronic copy of the requested information to Contract Specialist Nicole Humphrey at humphrey.nicole@epa.gov no later than January 13, 2006, 4:00 p.m. EST. Based upon information currently available, the Government does not anticipate fulfilling this requirement through a small business set-aside. The method of competition will be determined after all responses to this notice have been evaluated. The Request for Quotes (RFQ) including the Statement of Work, evaluation factors, and quote submission instructions will be available on or about January 23, 2006 at the following website: http://www.epa.gov/oamhpod1/admin_placement/0600085/index.html with a 30-day response time.
