Description
The U.S. Department of Commerce, National Technical Information Service (NTIS) in Springfield, Virginia has a requirement to provide Facility Maintenance and Building Repair Services. NTIS is located at 5285 Port Royal Road in Springfield, Virginia. NTIS currently resides in a building of approximately 100,000 square feet and employs approximately 150 people. NIST is acquiring the services described on behalf of NTIS. Performance of these duties requires on-site presence at NTIS from 7:00 a.m. to 4:45 p.m., Monday through Friday, Federal holidays excluded. The Government will furnish office space up to for up to 2 persons; a secure area for tools and equipment, (however the actual tools and equipment which the contractor will use must be furnished by the contractor at his own expense); reasonable office furniture, including desks, chairs, files and book shelves, phones for official business, computers, office supplies, and access to a printer, and reproduction and facsimile machines. The requirements are varied and are specifically delineated in the SOW which will be attached to the RFP. Some of the main duties include: Reviewing/ assessing building and building system operations, (for example HVAC, lighting, etc.), taking action to resolve any maintenance or repair problem, providing keys, monitoring the parking lot, obtaining new signs, temperature control, disposing of excess furniture, raising the flag each day, conducting inspections of the work performed by the janitorial staff, etc. This procurement will be competed using negotiated procedures under the authority of FAR Part 15, Contracting by Negotiation. A ?Greatest Value? approach will be used. A single solicitation will be issued that will delineate the SOW, provide terms and conditions, the evaluation criteria to be used in determining the winning contractor, etc. The RFP is anticipated for release to the vendor community on or about January 15, 2006. A 5 year contract is being contemplated, with a base year and four option years. There is currently an incumbent contractor and they are performing satisfactorily. This is a total small business set-aside. The NAICS Code for this procurement is 561210 and the size standard is $6M. There will be a pre-bid walk-through of the NTIS facility for all bidders on or about January 20, 2006. The Request for Proposal, RFP amendments, and questions and answers related to the procurement shall only be available via the Internet at http://www.fedbizopps.gov on or about January 19, 2006.
