The Cheyenne River Sioux Tribe (CRST) is soliciting qualification statements from architect-engineer firms to provide design and construction contract administration services for the proposed Eagle Butte Health Center (EBHC). The EBHC will be approximately 138,000 square feet in size and will include outpatient services, eight in-patient beds and a birthing unit to serve the residents of the Cheyenne River Sioux Indian Reservation. The facility will be located on the Cheyenne River Sioux Indian Reservation, immediately southwest of Eagle Butte, SD. Consideration of the local climate is an essential element of design. The estimated cost of construction is between 27 and 30 million dollars. The design phase services are expected to proceed approximately three (3) months after the date of this synopsis and are to be completed approximately three hundred and seventy five (375) days after contract award. Architectural/Engineering services shall include site verification of existing conditions, schematics, design development, construction documents, with optional construction administration. The prime contractor must be an architectural/engineering firm. The design of architectural, structural, mechanical, electrical, fire protection services shall be accomplished, reviewed and approved by architects and engineers registered to practice in the particular professional field involved in a state or possession of the United States, Puerto Rico, or in the District of Columbia. Selection of highly rated design firms will be based on evaluation of technical qualifications. As described in the attached request for proposal document, price proposals will be requested ONLY from the firms selected for interviews after the initial technical evaluation. Evaluation factors for this contractor selection are listed in descending order of priority: 1) Professional qualifications and experience of firm and proposed consultants; 2) Health care facility design experience of firm and proposed consultants including design in cold climate environments; 3) Overall performance record; 4) Management plan and proposed project schedule; 5) Location of main office of firm and all proposed consultants; 6) Analysis of current and projected workload; and 7) Design experience in Native American cultures. Additional consideration is provided for Indian/Alaska Native-owned businesses. This acquisition is being conducted by the Cheyenne River Sioux Tribe under the provisions of Title I of the Indian Self-Determination Act, P.L. 93-638. The contractor who performs the A/E design for this project shall not be eligible for award of any subsequent construction contract for this project. Unnecessarily elaborate brochures or other materials beyond those sufficient to present a complete and effective response to this announcement are not desired.
