Description
THIS IS A SOLICITATION/REQUEST FOR PROPOSALS. THE SOLICITATION, SPECIFICATIONS, AND OR DRAWINGS ATTACHED. The Solicitation Number for this announcement is N62467-06-R-2305. Southern Division, Naval Facilities Engineering Command, solicits for Capability Statements from all qualified and interested parties with a priority on Service Disabled Veteran Owned Small Business-first priority, 8a firms-second priority, and HubZone small business firms-third priority, to participate in Firm-Fixed-Price, and Indefinite Delivery Indefinite Quantity Contract for Labor, Management, Supervision, Tools, Material, and Equipment Required to Perform Inspection, Maintenance, and Repair Service At MCRC Folsom, PA with One Base Year with Four (4) Option Years. The 2002 NAICS Code for the proposed acquisition is 238220, Plumbing, HVAC (heating, ventilation and air-conditioning), and the small business size standard is $13.5 Mil. Federal Supply Code is Y299, Maintenance, and Repair/Alternation all other. Under FAR guidelines, the prime contractor must have the capability to perform at least 20 percent of the contract work with his-or-her own employees. The Government will use responses to this SOURCES SOUGHT synopsis to make appropriate acquisition decisions to solicit this project as either a competitive Service Disabled Veteran Owned, 8a or HubZone Small Business or Unrestricted. The estimated cost of this acquisition is between $51,032.00 and $56,702.00 for one (1) base year with four (4) option years. Responses must be received no later than January 17, by 3:30 p.m., Eastern Standard Time. Proposals will be evaluated using source selection procedures that will result in award of a Combination Firm-Fixed Price and Indefinite Delivery Indefinite Quantity contract to the proposer whose proposal conforming to the solicitation, is the "BEST VALUE" to the Government, price and technical factors considered. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; use of tradeoff process when it may be in the best interest of the Government to consider award to other than the lowest priced proposers or other than the highest technically rated proposer; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous (Best Value) to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS OR DOCUMENTATION. The Government shall issue the Request for Proposal (RFP) electronically by posting it on the NAVFAC Website, http://www.esol.navfac.navy.mil. Prospective Offerors MUST register themselves on the Internet at http://www.esol.navfac.navy.mil. The official plan holder?s list will be maintained on, and may be printed from the Website. Amendments will be posted on the web site for downloading. This will be the only method of distributing amendments; therefore, IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. Offerors MUST also be registered in the Central Contractor Registration (CCR) in order to participate in this procurement. The website for CCR is http://www.ccr.gov.
